Proposals submitted under this Notice must be independently conceived and developed by the applicant, use the most rigorous methods feasible, and, to the extent possible, adhere to the tenets of President Trump’s Executive Order on Restoring Gold Standard Science and HUD’s 2025 Implementation Plan for Gold Standard Science.

Unsolicited proposals must originate from the applicant’s own research priorities and must not be structured to meet the requirements, evaluation criteria, objectives, or scope of any existing or anticipated HUD competition or other federal funding mechanism.

HUD will not use this Notice to fund work that is already funded by the Federal Government, work that is substantially similar to federally funded work, or a discrete component of work that is more appropriately funded through another available or anticipated HUD funding mechanism. During the open period of this Notice, HUD may accept unsolicited research proposals that address one or more of HUD’s current research priorities.

Applicants are not required, but strongly encouraged, to address the priority areas listed below, which reflect topics where HUD has identified significant policy relevance and evidence gaps. HUD welcomes proposals that build the evidence base using rigorous research and evaluation approaches and will consider proposals on other topics, provided they demonstrate clear relevance to HUD’s mission, programs, and policy objectives.

Priority areas of interest include, but are not limited to: * Supporting cost-efficient industrialized housing production through research on innovative building technology, innovative financing, and other methods.

* Actions the federal government can take to increase housing affordability for renters and homeowners, with a focus on solutions that do not require additional spending or new programs and/or analyzing federal government policies that worsen the housing affordability crisis. * Reducing homelessness and increasing community quality of life.

* Best practices for implementing Made in America requirements in housing and community development projects. * Meeting the housing needs of older adults and persons with disabilities through innovative approaches that do not increase costs to the Federal government.

* Understanding the relationship between housing policy and household decisions around marriage and family formation and current programmatic and policy deterrents to marriage and family formation. * Identifying innovative approaches to increasing employment and earnings among HUD-assisted tenants and reducing length of stay in assisted housing.

* Supporting the success of Opportunity Zones, including but not limited to quantifying and analyzing Opportunity Zone impacts. * Understanding the role immigration plays in the housing affordability crisis. * Analyzing the impact of, and impediments to, faith-based organizations in addressing the housing affordability crisis.

Proposals must also indicate how the research would advance knowledge about the policy priorities in one or more of the President’s Executive Orders and Presidential Memoranda, which are available from the Federal Register. Cost Sharing is required to be eligible for funding under this Program. Applicants must provide at least 50% of the total project cost.

Proposals that do not include the required cost share will be ineligible for funding. * **Example**: If a proposed total project costs $200,000, applicants must provide at least $100,000, and HUD will cover the remaining amount. Visit Grants.
