The Housing Rehabilitation Program from the City of Texas City helps preserve existing homes and improve neighborhoods by providing safe, decent, and sanitary housing for low- to moderate-income, owner-occupied households.
Limited assistance is available for eligible mobile homes (homes with permanent axles; modular or factory-built homes are not included). The program helps eligible homeowners bring their homes into compliance with local codes and housing standards while promoting energy efficiency and reducing future maintenance costs.
Program components include: Minor Rehabilitation & Repairs This program is intended to preserve affordable, owner-occupied housing and is not designed for homeowners planning to sell their property after repairs are completed. Goals of the Housing Rehabilitation Program Eliminate health and safety hazards in homes. Benefit low- to moderate-income residents.
Improve neighborhoods and encourage long-term stability. Address energy efficiency issues. The City’s Housing Rehabilitation Program is federally funded through the U.S. Department of Housing and Urban Development (HUD) and the US Department of Treasury.
Funds are administered by the City of Texas City Community Development Department using Community Development Block Grant (CDBG) and American Rescue Plan resources to rehabilitate owner-occupied homes. Funding amounts vary each fiscal year and are approved by the Texas City Commission. Program availability depends on allocated funds.
