Nebraska Affordable Housing Trust Fund (NAHTF) - Nebraska Department of Economic Development Nebraska Affordable Housing The Nebraska Affordable Housing Trust Fund (NAHTF) was established by the Nebraska Affordable Housing Act in 1996.
These funds are distributed to eligible applicants to support the provision of decent, affordable housing statewide, to encourage economic development and to promote the general prosperity of all Nebraskans. What projects are eligible for NAHTF grants? NAHTF provides funding for housing development projects and nonprofit capacity building/operating assistance to stimulate the development of safe, decent and affordable housing.
See section below titled “ NAHTF Funding Categories ” for details. Projects supported by NAHTF must serve beneficiaries that make at or below 120% of the Area Median Income (AMI) in the county they reside in. Who is eligible to apply?
Eligible applicants include: Local and Governmental Subdivisions State and federally recognized local or regional Public Housing Authorities or Agencies Community Action Partnership Agencies Community-based, Neighborhood-based, or Reservation-based nonprofits with tax exempt status of 501(c)(3) or 501(c)(4) who have demonstrated a mission that includes affordable housing development and/or services.
All nonprofits must verify they are an active tax-exempt organization at the time of application submission. Applicants may partner with for-profit entities; however, the eligible applicant organization is the entity responsible for the application and administration of the NAHTF funds and contract compliance.
Applicants must review and follow the NAHTF Application Guidelines published for the current cycle prior to submitting application. A pre-application is required by the due date indicated for the current application cycle. If a project meets eligibility requirements, the completed full application is submitted to the Department of Economic Development by the due date indicated for the current application cycle.
All applications are submitted electronically using AmpliFund, the Department’s grant management system. Applicants are expected to contact their regional housing program representative prior to applying. The applications are accessed using the links provided in teh boxes below.

Open Date - 2/20/2025 3:00 PM (CST) Close Date - 5/22/2025 5:00 PM (CDT) Homebuyer Projects are designed to finance new construction, acquisition and/or rehabilitation of existing units and/or provide homebuyer assistance in the form of down payment and/or closing costs. Projects must serve eligible homebuyers that make at or below 120% area median income.
Rental Housing projects are designed to finance the new construction, or the acquisition and/or rehabilitation of multi-family rental units. Projects must ensure a portion of or all units are affordable to tenants making at or below 120% of area median income. Homeowner Rehabilitation projects provide financing to assist owner-occupants with the repair, rehabilitation, or reconstruction of their homes.
Technical Assistance & Capacity Building Technical Assistance projects assist eligible nonprofit, community or neighborhood-based organizations by providing financial resources to undertake activities that will increase their capacity for creating affordable housing. NAHTF Recipients should refer to an Award's Program Guidelines, Award Contract, and NAHTF Application Guidelines while administering an award. Recipients may also contact the Housing Program Representative for their region as needed for additional guidance.
