Human Services Grant Application | Chesapeake, VA Human Services Department Human Services Grant Application The City of Chesapeake is now accepting applications for the 2026-2027 Human Services Competitive Grants. The City of Chesapeake is now accepting applications for the Fiscal Year 2026-2027 Human Services Competitive Grants.

The available funds will be allocated to those programs that are aligned with the goals of the City of Chesapeake's Chesapeake Thrives Plan: Poverty and Economic Supports School-Age Programs & Support In January 2020, the City committed to a process that would create a unified human infrastructure plan through a collective impact approach.

Using this approach, governed by the Commission on Health and Well-Being that serves as the Steering Committee, the Chesapeake Thrives Plan for Community Well-being establishes a framework for addressing city-wide and neighborhood-specific challenges. These challenges can be addressed through both a systems response, and where appropriate, a service delivery response.

This framework allows a team consisting of public and private entities, to partner and address universal issues that impact all communities, as well as provide individual services to residents in need, using a coordinated and collaborative approach. The ultimate result of this effort would produce a cohesive system of well-being in which all of Chesapeake’s residents can thrive and achieve their best quality of life.

Human Services Grant Requirements All of the following are required to be considered for the 2026-2027 Human Services Grant: A demographic form that gathers basic information about the non-profit agency · A one-page summary of the proposed activity or program · Budget description – how funds will be used · Verification of a sustainability plan that consists of how the agency will sustain funding after three years of funding by the City of Chesapeake Registration in the System for Award Management (SAM) which accounts for the agency’s non-profit status, DUNS registration, and indications of state or federal violations In good standing with the State Corporation Commission How the program supports one of the priority areas of the Thrives Plan and City Council’s desired outcomes.

Applications are provided to approximately 50 or more requesting non-profit organizations providing services to Chesapeake citizens. Complete the Chesapeake Human Services Grants Application on the Neighborly Participant Portal. You may need to create a Participant Portal account to access the application.

Applications submitted after the submission deadline and applications that do not follow the application instructions and/or are submitted without the required attachments will not be considered. If you received a grant last year, you must reapply, as you will be competing against various applicants. Those who were awarded funds for FY 2025-2026, should not necessarily expect to receive the same grant funding.

Additionally, those who have received funding for three consecutive years will not be guaranteed additional funding for the SAME program in this competitive process dependent on the number of applicants received. We have reviewed the process to ensure the best resources are provided most efficiently to our Chesapeake residents and to ensure accountability.
