Since HVIP launched in 2009, the California Air Resources Board (CARB) has provided nearly $1 billion to help participating fleets purchase more than 16,000 zero-emission vehicles — from delivery vans to school buses to freight trucks. These quieter, more efficient vehicles have logged more than 340 million cleaner-than-diesel miles, significantly reducing carbon emissions across the state.
HVIP bridges the cost gap between zero-emission and traditional diesel vehicles to accelerate adoption, reduce greenhouse gases, lower business operating costs, and help California meet its climate goals. Geography moved 19 points. First-time status barely moved at all. Here is what that means for the 2027 cycle.
