Independent Living Services for Older Individuals Who Are Blind Training and Technical Assistance (OIB-TAC) | U.S. Department of Education Independent Living Services for Older Individuals Who Are Blind Training and Technical Assistance (OIB-TAC) Office of Special Education and Rehabilitative Services (OSERS) Institutions of Higher Education (IHEs) State Agencies (Not Education) State Vocational Rehabilitation Agencies (SVRAs) 03/31/2025 - 11:59 PM EDT Applicant Info and Eligibility The purpose of the Older Individuals Who Are Blind Training and Technical Assistance (OIB-TAC) is to provide training and technical assistance (TA) to designated State agencies (DSAs) that provide vocational rehabilitation (VR) services to individuals who are blind and receive grant funding under the Independent Living Services for Older Individuals Who Are Blind (IL-OIB) program.
The program also provides training and TA to other service providers that receive IL-OIB program funding from DSAs to provide services to consumers. Such training and TA is designed to improve the administration, operation, and performance of the IL-OIB program. Available Funds: $599,706 The Education Department General Administrative Regulations in 34 CFR parts 75 , 77 , 79 , 81 , 82 , 84 , 86 , 97 , 98 , and 99 .
The Office of Management and Budget (OMB) Guidelines to Agencies on Governmentwide Debarment and Suspension (Nonprocurement) in 2 CFR part 180 , as adopted and amended as regulations of the Department in 2 CFR part 3485 . The Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards in 2 CFR part 200 (Uniform Guidance), as adopted and amended as regulations of the Department in 2 CFR part 3474 .

Note: As of October 1, 2024, grant applicants must follow the provisions stated in the OMB Guidance for Federal Financial Assistance ( 89 FR 30046 , April 22, 2024) when preparing an application.
Note: The regulations in 34 CFR part 79 apply to all applicants except federally recognized Indian Tribes. Note: The regulations in 34 CFR part 86 apply to institutions of higher education only.
State and public or non-profit agencies and organizations and institutions of higher education (IHEs) that have the capacity to provide training and technical assistance in the provision of independent living services for older individuals who are blind and have demonstrated through their application a capacity to provide the level of training and technical assistance as indicated in the priority section of this notice.
Note: If you are a nonprofit organization, under 34 CFR 75.
51 , you may demonstrate your nonprofit status by providing: proof that the Internal Revenue Service currently recognizes the applicant as an organization to which contributions are tax deductible under section 501(c)(3) of the Internal Revenue Code; a statement from a State taxing body or the State attorney general certifying that the organization is a nonprofit organization operating within the State and that no part of its net earnings may lawfully benefit any private shareholder or individual; a certified copy of the applicant's certificate of incorporation or similar document if it clearly establishes the nonprofit status of the applicant; or any item described above if that item applies to a State or national parent organization, together with a statement by the State or parent organization that the applicant is a local nonprofit affiliate.
