Indianapolis Low-Income Housing Trust Fund is sponsored by City of Indianapolis Department of Metropolitan Development (DMD). This fund provides assistance to increase access to housing, preserve affordability, revitalize existing housing, provide supportive services, and develop new housing for low-income individuals in Indianapolis.

The City of Indianapolis’ Department of Metropolitan Development (DMD) administers a number of federal grant programs through a division within DMD know as the Division of Community Investments. These federal grants from the U.S. Department of Housing and Urban Development (HUD) are designed to support community development and housing for low and moderate-income households.

Indy Community Investments Application The Indy Community Investments Application is an annual funding opportunity for proposals seeking HOME Investment Partnerships Program (HOME), Community Development Block Grant (CDBG), or Indianapolis Housing Trust Fund (HTF) for housing and community development activities.

* Indianapolis HTF Program Overview The City of Indianapolis Department of Metropolitan Development (DMD) began the 2026 Indy Community Investments Application cycle on **Monday, July 21st**. DMD hosted an informational webinar to explain the application process and funding priorities. The recording of that webinar can be found **here**.

2026 Indy Community Investments Webinar Slides List of Required Application Documents Interested applicants must submit a Letter of Intent (LOI) indicating their plans to apply for funding and describing their project proposal by **August 11th at 11:59pm**. Prospective applicants must use the DMD LOI template form, which is linked below. Organizations that fail to submit a LOI will not be eligible to submit a full application.

The program helps create safe, affordable housing options for people with low income. HOME funds are awarded to partner organizations on a competitive basis. People can’t apply directly to the city for funding.
