Innovation Matching Grants (IMG) Program is sponsored by Empire State Development (NYSTAR). This program provides matching funds for New York State small businesses that have received federal Small Business Innovation Research (SBIR) or Small Business Technology Transfer (STTR) grants.
The funds are intended to expedite commercialization and can cover expenses not allowed under SBIR/STTR, such as business planning, commercialization, patents, and marketing studies. The program aims to grow small businesses and support the development of new technologies in New York State.

NYSTAR Request for Proposals and Applications Submission Portal The mission of Empire State Development (“ESD”) is to promote a vigorous and growing state economy, encourage business investment and job creation, and support diverse, prosperous local economies across New York State through the efficient use of loans, grants, tax credits, real estate development, marketing, and other forms of assistance.
New York State offers resources designed to enable new and existing businesses to become more competitive through the use of innovative technologies. Empire State Development's Division of Science, Technology and Innovation (NYSTAR) aims to foster technology-driven economic growth in New York State by supporting innovation and commercialization of new technologies.
NYSTAR does this by providing resources, funding, and support to businesses, universities, and research institutions across the state. According to the current listing, eligibility includes: Eligible applicants must be a small business as defined by New York State Economic Development Law Section 131 (resident in NY, independently owned and operated, not dominant in their field, and employing 100 or fewer persons). Applicants must be actively applying for a Phase I or Phase II SBIR/STTR award or have received one within the last 12 months. Confirm the full requirements in the official notice before applying.
