The purpose of the funding is to equip them to develop, implement, and improve literacy activities.
Specifically, this funding is designed to assist immigrants and other individuals who are English language learners in: (1) Improving their reading, writing, speaking, and comprehension skills in English; and mathematics skills and (2) Acquire an understanding of the American system of government, individual freedom, and the responsibilities of citizenship, including instruction on the rights and responsibilities of citizenship and civic participation.
The outcome of the grant opportunity is to: (1) prepare adults who are English language learners for, and place such adults in, unsubsidized employment in in-demand industries and occupations that lead to economic self-sufficiency; and (2) integrate with the local workforce development system and its functions to carry out the activities of the program.
Adult English language learners, including individuals with degrees and professional credentials from their home countries who may need to improve their English language skills to participate fully in the US workforce and society. A complete application submission will include the signed Application Coversheet with assurances, Application Narrative (and optional unscored Letter(s) of Support,) Attachment A: Demonstrated Effectiveness Data Tables and Excel Budget. This document contains all the instruction information you will need to complete this grant application, including our criteria for the grant, sample activities, how to apply, and the selection process.
Coversheet , Assurances and Application Narrative The Coversheet consists of contact information and signatures. Please list all applicant contact information on the Coversheet. The Coversheet will capture your FFATA information.
The Coversheet will inform you of Letters of Support and Attachment A: Demonstrated Effectiveness Data Tables as well. The coversheet will also collect your Workforce Service Area number. Please reference this Workforce Development Area Map to identify your WDA number.
Please read all the Federal, state and program specific Assurances before signing and sending them back as part of your coversheet and save a copy for reference. The Application Narrative are the questions that you will create written responses for and submit with your application. The narrative will be scored according to the rubric posted on the grant website.
The Coversheet must be completed with your assurances, signature along with your Application Narrative responses. Please submit your final Application as one PDF. You may submit the optional letters of support as part of this PDF or as additional attachments.
Attachment A: Demonstrated Effectiveness Data Tables The Minnesota Department of Education will be screening for demonstrated effectiveness. Applicants must provide indicators of demonstrated effectiveness, along with their application to pass minimum qualifications for this grant. Applicants must complete and submit Attachment A: Demonstrated Effectiveness Table with their two most recent years of data.
The data should illustrate success in serving a similar target population and corresponding performance outcomes. Please select, download, and save your data as a PDF and submit as an attachment along with your application. Please clearly mark, “Attachment A.
” You must complete the Excel Budget document and submit it as an attachment as part of your complete application in Excel format. Ensure that you use black font text for this spreadsheet. Review the rubric for information on how the Application Narrative Components will be scored by reviewers.
