This Notice of Funding Opportunity (NOFO) is intended to solicit a Renewal Proposal from eligible (returning) programs that work to achieve the purpose of Section 243, Integrated English Literacy and Civics Education, of Title II of the Workforce Innovation and Opportunity Act (WIOA) of 2014.
The program is designed to provide adult education and literacy services to English Language Learners to help them achieve competency in English, acquire skills to function effectively as parents, workers, and citizens, and prepare them for unsubsidized employment in in-demand industries.
The program integrates with the local workforce development system and includes components such as Literacy/English Language Acquisition Instruction, Civics Education, Workforce Preparation, and Access to Integrated Education and Training / Integrated Career & Academic Preparation System (ICAPS). This opportunity provides Federal IELCE funding for state Fiscal year 2026.
