High Contrast Mode On or Off switch GreenerGov CT - A Lead by Example Initiative The Conservation and Load Management (C&LM) Program Through the Conservation and Load Management (C&LM) Programs , Connecticut’s investor-owned electric and natural gas distribution companies (Eversource, Avangrid/United Illuminating) provide project management expertise, rebates, incentives, and strategic technical assistance for energy efficiency upgrades in state agency buildings and facilities.

The Small Business & Municipal Loan Program provides agencies with interest free loans to help upgrade existing electric or natural gas equipment to high-efficiency equipment.

This program offers: A no-cost, no-obligation energy audit of your facility which looks at lighting, HVAC, and refrigeration systems to create customized recommendations that show how much energy and money you could save through equipment upgrades; Rebates for qualified equipment; and On-bill repayment, with zero-interest and/or low-cost financing for the balance of installation costs. To apply for LBE bond funding fill out the Project Proposal and a TAC Budget Form and submit both completed forms as an e-mail attachment to leadbyexample@ct. gov .
