The Financial & Construction Assistance Programs (FCAP) established its Lead Service Line Replacement (LSLR) Program in 2017. Since then, FCAP has replaced lead service lines across the State. The goal of the Lead Elimination Assistance Program (LEAP) is to promote the LSLR program and to educate both waterworks and homeowners about the dangers of lead service lines.
