Community Action Agency Now Accepting Applications for Lead Paint Hazard Control Program - Upper Chichester Township Upper Chichester Township Community Action Agency Now Accepting Applications for Lead Paint Hazard Control Program Community Action Agency Now Accepting Applications for Lead Paint Hazard Control Program Posted on November 10, 2020 Community Action Agency of Delaware County, Inc. (CAADC) is now accepting applications for the Lead-Based Paint Hazard Control Program.

In this program, qualifying families who have a child age 5 or under may qualify for new windows and other repairs to help remediate lead paint hazards. Income eligibility guidelines do apply. Once an application is received, CAADC staff meets with the applicant to explain the program in detail and discuss the hazard of lead-based paint in the home.

Next, a lead audit is performed by a licensed firm. A report is prepared showing where lead paint exists in the home. CAADC then prepares a Scope of Work detailing the steps that will be taken to remove or reduce the lead to acceptable levels.

This may include replacing doors and windows, installing new drywall, replacing trim and moldings, etc. When the renovations are complete, another lead audit is performed to be sure that all lead has been removed or reduced to acceptable levels. A copy of the final report, along with educational materials relating to lead hazards, is then given to the family. All of the services are free if the family is determined eligible.

Edward T. Coleman, Chief Executive Officer of CAADC, urged, “This program can make your home safer and keep your children healthy. ” Pennsylvania’s open records law expands public access to a wide array of government records.

The law provides that requests be made in writing. As part of the policy, the Deborah Brooks has been appointed as the Right to Know Officer. All requests can be faxed, mailed, or dropped off at the Township Building.

Please be advised that the Township has up to five business days to process requests. Pennsylvania Act 44 was signed by the Governor in September, 2009. It amended Act 205.

Specifically, Chapter 7-A of Act 44 requires the disclosure of certain information about any professional advisors receiving compensation for services provided to a municipal pension plan.
