### Directorate General within the European Commission that manages the program The Directorate-General for Environment – DG ENV (Environment | European Commission (europa. eu)) and the Directorate-General for CLIMA – DG CLIMA (What we do | Climate policies (europa. eu)) manage the LIFE 2021-2027 Community programme.
### National Contact Point Ministry of Environment, Water and Forests ### The overall objective of the program The LIFE Community Program is the only EU fund managed directly by the EC dedicated exclusively to environmental and climate objectives.
_The general objective_ of the program is to contribute to the transition to a clean, energy-efficient, low-carbon and climate-resilient circular economy, including through the transition to clean energy, and to protecting and improving the quality of the environment and to halting and reversing the decline of biodiversity, thus contributing to sustainable development.
The LIFE 2021-2027 program has the following _specific objectives_: (a) develop, demonstrate and promote innovative techniques and approaches to achieve the objectives of Union environmental and climate legislation and policies, including the transition to clean energy, and contribute to the application of best practice in nature and biodiversity, including by supporting the Natura 2000 network; (b) to support the development, implementation, monitoring and enforcement of relevant Union legislation and policies, including by improving governance by strengthening the capacities of actors in the public and private sectors and by engaging civil society; (c) catalyze the widespread use of effective technical and policy solutions to implement relevant Union legislation and policies by replicating results, integrating related objectives into other policies and practices of the public and private sectors, mobilizing investment and improving access to finance.
Legal entities established in a Member State or an overseas country or territory belonging to it or established in a third country associated with the program are eligible.
Legal entities established in a third country not associated to the program are exceptionally eligible for participation if this is necessary to achieve the objectives of a particular action, so as to ensure the effectiveness of the interventions carried out in the Union.
Legal entities participating in consortia of at least three independent entities established in different Member States or overseas countries or territories linked to these states or third countries associated with the program or other third countries are eligible. _Individuals are not eligible. _ Bodies to which grants can be awarded without resorting to the call for proposals procedure: 1.
European Union Network for the Implementation and Compliance of Environmental Legislation (IMPEL); 2. European network of Prosecutors for the Environment (ENPE); 3. European Union Forum of Judges for the Environment (EUFJE).
### Eligible Activities/Eligible Expenses * strategic nature protection projects; * integrated strategic projects; * technical assistance projects; * standard action projects; * coordination and support actions aimed at capacity building, dissemination of information and knowledge, as well as awareness actions to support the transition to energy from renewable sources and increase energy efficiency; * the projects within the "Nature and Biodiversity" subprogramme; * technical assistance projects for strengthening the capacities related to the activities of the authorities of the member states; * activities implemented by the Commission to support the preparation, implementation and integration of relevant Union environment, climate and energy legislation and policies.
Indicators(of achievements and results) necessary for the preparation of reports on the progress made by the program towards the fulfillment of the program objectives are listed in Annex II of the Program Regulation. The co-financing rate is a maximum of 60% of eligible costs and a maximum of 75% for projects financed under the "Nature and biodiversity" subprogramme.
Non-profit entities contributing to the development, implementation and enforcement of Union legislation and policies and operating in accordance with the objectives of the LIFE program benefit from a maximum co-financing rate of 70% of eligible costs.
For technical assistance projects to strengthen the capacities related to the activities of the Member States' authorities in order to improve the effective participation in the LIFE programme, the maximum co-financing rates are a maximum of 95% of the eligible costs during the first multiannual work programme; for the second multi-annual work program and subject to confirmation in that work programme, the co-financing rate is 75 % of the eligible costs (The maximum grant amount for these is EUR 15 million).
At program level, the multiannual work programs set the specific thematic priorities for their duration, as well as specific targets, including expected outputs (namely, the estimated number of strategically integrated projects, the coverage of the Natura 2000 network by LIFE projects, the coverage of the river basin district by LIFE projects ).
At the end of each annual call for proposals, the Commission will analyze whether a sufficient number of projects have been funded for a given field of action and will make the necessary adjustments to achieve the specific interim objectives.
At the project level, proposals must indicate the expected results, which will represent the basis for monitoring the progress of the project; these indicators are validated by the EU monitoring team and the project manager and will be updated periodically, and the estimated values are compared with the actual values in the mid-term report and the final report.
### Synergies and complementarities with other programs The Commission facilitates consistent implementation of the LIFE programme.
Together with the Member States, the Commission facilitates coordination and ensures coherence with the European Regional Development Fund, the European Social Fund+, established by a Regulation of the European Parliament and of the Council on the European Social Fund Plus (ESF+) (hereinafter referred to as the "European Social Fund+" ), the Cohesion Fund, the European Agricultural Fund for Rural Development, the European Fund for Maritime Affairs, Fisheries and Aquaculture, Horizon Europe, the Connecting Europe Facility established by Regulation (EU) no. 1316/2013 of the European Parliament and of the Council (37) and with the InvestEU Programme, established by Regulation (EU) 2021/523, so as to create synergies, in particular as regards strategic nature protection projects and integrated strategic projects, as well as to support the uptake and replication of solutions developed within the LIFE programme.
