Lloyd-Holladay Relocation Grant - Prosper Portland Lloyd-Holladay Relocation Grant The Lloyd-Holladay Relocation Grant is a limited time grant program developed to support Lloyd Center Mall tenants, activate vacant store fronts, and drive foot traffic in the Lloyd-Holladay TIF District by providing funding for moving expenses and tenant improvements.

This grant is for businesses and up to two nonprofits looking to locate in a ground floor commercial space in the Lloyd-Holladay TIF District . The grant seeks to: Retain and grow existing businesses in the district (such as tenants of the Lloyd Center Mall); Activate ground floor spaces and increase foot traffic; and Support small businesses moving into new storefronts.

Prior to September 1, 2026, funds were reserved for Lloyd Center Mall tenants relocating to another location in the district. Remaining grant funds are now available for any business or nonprofit looking to locate or relocate into a ground floor space in the district. What is the Lloyd-Holladay Relocation Grant?

The Lloyd-Holladay Relocation Grant is a limited time grant program developed to support Lloyd Center Mall tenants with relocation, to activate vacant store fronts and drive foot traffic in the Lloyd-Holladay TIF District. There is a total of $153,000 available with grants up to $25,000 for businesses and nonprofits relocating into ground floor commercial space in the Lloyd-Holladay TIF District.

Funding may be used for moving expenses and tenant improvements. From program launch until September 1, 2026, grant awards will be reserved for Lloyd Center Mall tenants relocating within the TIF district. For these tenants, grant awards may include reimbursement of eligible expenses incurred since April 2, 2026, to account for the mall closure in August 2026.

After September 1, 2026, any remaining grant funds will be available for any business or nonprofit looking to locate or relocate in the district and will not include eligible expenses incurred prior to a finalized grant agreement. Applicants may apply for a grant of up to $25,000 for their project on a first-come, first-served basis.

Applications will open on July 1, 2026 and will be reviewed on a rolling basis until funds are exhausted. Once an application is approved and a grant agreement is executed, work must be completed in 12 months, and reimbursement will be provided following project completion and reporting. Prosper Portland may directly pay a contractor based on demonstrated financial need of the grantee.

How much money does the grant offer? There is a total of $153,000 available with grants up to $25,000 for businesses and nonprofits relocating into ground floor commercial space in the Lloyd-Holladay TIF District. Funding may be used for moving expenses and tenant improvements.

Where are funds available? This grant is available only in the Lloyd-Holladay TIF District and will expire once funds are exhausted. What types of businesses are eligible?

Business Owner: Owner of a business that: Is located in the City of Portland; Has at least 2 years of business experience; Is in the process of securing or has secured a lease for a ground floor space zoned for commercial/mixed use, employment, industrial or multi-dwelling in the Lloyd-Holladay TIF District with at least a 2-year term length; Is ready to move and complete tenant improvements within 12 months; and Has City of Portland business license and State of Oregon registry; 501c(3) or 501c(6) Nonprofit : up to a maximum of two grants may be awarded to a nonprofit that: Is located in the City of Portland; Has been in operation for at least 2 years; Is in the process of securing a lease or has secured a lease for a ground floor space zoned for commercial/mixed use, employment, industrial or multi-dwelling in the Lloyd-Holladay TIF District with at least a 2-year term length; and Is ready to move and complete tenant improvements within 12 months.

From program launch until September 1, 2026, grant awards will be reserved for Lloyd Center tenants relocating within the TIF district. For these Lloyd Center tenants, grant awards may include reimbursement of eligible expenses incurred since April 2, 2026, to account for the mall closure in August 2026.

Grant funds may be used for moving costs, physical improvements (hard costs) and eligible consulting assistance (soft costs) to support business-related and property-related improvements on commercial, industrial, and mixed-use property within the Lloyd-Holladay TIF District.

Hard costs : Signage, painting, lighting, storefront or mechanical systems, tenant improvements, roofs, sidewalks, parking lots, security, landscaping, or other permanent fixtures. Soft costs : Moving expenses (third party truck rentals, third party professional movers, moving supplies), design, architectural and engineering services, permitting fees, and third-party project management.

Prosper Portland, at its sole discretion, may require use of a professional consultant for complex projects and where such advice is likely to improve the quality of the project. Moving costs capped at $5,000 . Funds must be used on expenses incurred since April 2, 2026 for applicants who are relocating out of the Lloyd Center Mall, and otherwise for expenses incurred only after the grant agreement is executed.

What type of work is not eligible? Funds cannot be spent on the following: Food, alcohol, or cannabis products Inventory purchases or replacement Non-permanent fixtures and furnishings Government uses within publicly owned buildings Purchasing real property for development Operating expenses (e.g., owners or employee wages, marketing, equipment, research and development, rent) Which properties are eligible?

Is located within the Lloyd-Holladay TIF District ; Is a ground floor space zoned for commercial/mixed use, employment, industrial or multi-dwelling; and Has all financial obligations to the property are current, including taxes and debt payments. Applying is easy. Submit your application online.
