The Illinois Criminal Justice Information Authority is requesting proposals for Violent Crime Witness Protection Program grants.
Grants will be made with SFY27 funds. A total of $20,000,000 in funding is available through this solicitation for use over a period of 12 months. **Application Deadline: 5:00 p.
m. , Monday, March 30, 2026** The Violent Crime Witness Protection Program (VCWPP) will support reimbursement of implementing agency expenses for the relocation of witnesses, victims, and other related individuals supporting the prosecution of people charged with violent crimes throughout the criminal court process.
The VCWPP, established by the Violent Crime Witness Protection Act (725 ILCS 173), was designed to protect victims and witnesses who fear retaliation from those accused of violent crimes. Witnesses are critical in the prosecution of alleged wrongdoers and may be otherwise discouraged from participation due to intimidation or retaliation.
Additionally, witnesses may be reluctant to participate due to mental health impacts and lost wages resulting from the need to take time off to attend court. ## Eligibility Information Agencies must be registered through the Grant Accountability and Transparency Act (GATA) Grantee Portal, https://grants. illinois. gov/portal/, to become eligible to apply for an award.
Applicants must be in GOOD standing with all GATA pre-qualification requirements prior to application due date. Approval of the Internal Control Questionnaire (ICQ) SFY26 is required before the execution of the grant agreement. There are two NOFOs related to this funding.
One is limited to state’s attorneys’ offices and county sheriff offices in Illinois. Another is limited to local law enforcement agencies in Illinois. Illinois municipalities and counties may apply as an implementing agency on behalf of a law enforcement agency that will serve as the program agency.
An implementing agency (e.g., municipality) is the legal entity that accepts and accounts for grant funds and accepts responsibility for all ICJIA reporting and compliance requirements. The program agency (e.g., police department) is a subdivision of the implementing agency that will carry out program operations.
Completed application materials must be submitted via AmpliFund: County Violent Crime Witness Protection Program NOFO # 3118-0126 and Local Law Enforcement Agency Violent Crime Witness Protection Program NOFO # 3118-0226 by **5:00 p. m. , March 30, 2026**, to be considered for funding.
Proposals will not be accepted by email, mail, fax, or in-person. Incomplete applications will not be reviewed. Late submissions cannot be submitted and will not be reviewed.
Grants available through this funding opportunity are a portion of a State Fiscal Year 2027 (SFY27). A minimum of $20,000,000* dollars will be made available through this funding opportunity. $10,000,000 for each NOFO.
A total of $10 million* in state funding is available through this solicitation. Applicants may request a minimum of $75,000 and a maximum of $1 million in grant funding. *This is contingent on the appropriation of SFY27 funds for this program.
Grant awards resulting from this opportunity will have a target period of performance of July 1, 2026, to June 30, 2027, contingent upon a SFY27 appropriation to support the program. ## Technical Assistance Session Technical assistance sessions providing additional information regarding this funding opportunity will be held at **10:30 A. M.
, March 3, 2026**. Information provided during this webinar recording will be unofficial and not binding on the state. Recipients must submit periodic financial reports, periodic performance reports, final financial and performance reports, and, a calendar year end financial report in accordance with the CFR Part 200 Uniform Requirements.
Future awards and fund drawdowns may be withheld if reports are delinquent. Questions may be submitted via email at CJA. VCWPP@ILLINOIS.
