Louisiana Blue Tarp Program

Louisiana Blue Tarp Program is sponsored by Louisiana Housing Corporation (LHC). Provides financial assistance for roof repairs and replacements for owner-occupied homes in select parishes.

The Louisiana Blue Tarp Program provides financial assistance in the form of a grant to cover the costs of needed roof repairs and/or replacement for owner-occupied homes. Qualifying homeowners will be eligible to receive Louisiana Blue Tarp funds as a grant not to exceed $15,000. 00.

All applicants receiving grant funds will be required to sign a grant agreement to include restrictions preventing the sale of the property for a period of two years. If sold within two years, the recipient will be required to reimburse to LHC the full amount of funding received through the Louisiana Blue Tarp Program.

 Program Applications will be accepted from March 31, 2025, through May 15, 2025  Applications will be accepted in person Monday through Thursday, between 9:00 a. m. to 1:00 p.

m. beginning March 31, 2025, through May 15, 2025.  Applications can also be emailed to: bluetarp@lhc.

la. gov .  Applicants will be notified by writing the status of their application.

Once funding is exhausted, the applicant will remain on a waiting list pending additional funding.  Condominiums, Duplexes, and Townhouses are not eligible to participate in the program.  Any application submitted incomplete will not be processed.

QUALIFICATIONS Applicants must be the legal owner and primary resident of the property that is subject to roof repair. Property must be 100% homestead exemption in the applicant’s name.

The property cannot be used as rental property and must be owner-occupied. Eligible applicants must have a household income at or below 60% of the Area Median Income # Information Needed to Apply • Completed application with all household required signatures. • Copy of picture ID for ALL household members 18 years and older.

• Copy of Social Security cards for ALL household members. • Proof of Income for ALL household members 18 years and older. • The following documents may be supplied to provide proof of income.

• Copy of Social Security check stubs or award letter, Retirement check stubs or tax forms showing retirement/SSI income • Unemployment award letter • Last four (4) consecutive paycheck stubs • Past two (2) years of tax returns or two (2) months of bank statements (if self-employed) • Zero-income Affidavit - Complete attached form for ALL unemployed household members 18 years and older.

# Proof of Property Ownership -The following documents may be supplied to provide proof • Homeowners Insurance, if applicable • 2024 Property Tax Statement-Must be 100% homestead in the applicant’s name. • Current Mortgage Statement • **LHC will use the Louisiana Tax Commission website (latax. la.

gov), and the five eligible parishes’ assessor’s websites to verify ownership for each application received by the program. • Proof of insurance (if applicable).
