Low Cost Carbon Fiber Production Technology: The Recipient shall conduct a research study on low cost carbon. Activities under this agreement shall be of a nature that their development and implementation shall enhance the use of pavement materials and the performance of pavement systems with the ultimate goal of providing a more cost effective highway transportation system.
