Low Income Assistance Program (Tucson Water & Environmental Services) is sponsored by City of Tucson. The City of Tucson provides a monthly credit to qualifying customers for the environmental services portion of their utility bill. This program is designed to assist low-income residents with their utility costs.

Every day, we provide immediate support, paired with caring, short term case management, wraparound services, and budget coaching to households facing the imminent risk of homelessness or utility shutoff. As the designated Community Action Agency since 1981, the division has established excellent partnerships with many community-based organizations.

Major partners include our seven Emergency Services Network (ESN) agencies, 11 Community Services Block Grant (CSBG) agencies, and our five LIHEAP Affiliate agencies, which empower CAD to provide assistance to eligible individuals and families to support basic needs, prevent homelessness, and promote self-sufficiency.
