The Department of Energy & Environment (DOEE) is not accepting applications for the Low Income Home Energy Assistance Program (LIHEAP) for the fiscal year 2026 program. If you submitted a LIHEAP application on or prior to June 3, 2026, your application is under review and will be used for processing of the Utility Discount Program (UDP).
You may qualify for a discount on your PEPCO, Washington Gas, & DC Water bills by submitting a Utility Discount Program ( UDP) application using this portal. For application status or benefit information that is not accessible through this portal, please call 311 (202-737-4404). For technical issues related to this portal, please E-mail liheap.
