Low Income Home Energy Assistance Program (LIHEAP) | ETHRA Low Income Home Energy Assistance Program (LIHEAP) Assists eligible low-income households in meeting their home energy needs. The applicant must live in one of the counties we serve: Anderson, Campbell, Claiborne, Morgan, Scott, and Union. Applicants must also meet 150% of the Federal Poverty guidelines.
Anyone can apply for LIHEAP. The Low Income Home Energy Assistance Program (LIHEAP) helps families with their home energy bills. Assistance is available once a year, and emergency funds are set aside for families facing a shut-off of energy services.
The grants are awarded on a points-based system to ensure that the most needy are assisted first, and the subsidies are paid directly to the energy provider. Due to the federal government shutdown, the State of Tennessee has not been awarded 2026 LIHEAP . Therefore, the State cannot award funding to local LIHEAP agencies, including ETHRA.
However, local LIHEAP agencies like ETHRA may begin accepting applications electronically on November 3, 2025, at 8:00 AM. Households are encouraged to complete their applications on the new website. ETHRA will place eligible Applicants on a waiting list until Federal funds are released and made available to Tennessee. Crisis applications for those facing a shut-off of services will receive priority for any available funds. Thank you for your patience and understanding as we await the release of Federal funding.
