Maricopa County Utility Assistance is sponsored by Maricopa County Human Services Department, Community Resilience Division (CRD). This program provides assistance with current utility deposits or payments for residents of Maricopa County living outside the cities of Glendale, Mesa, and Phoenix.

Utility Assistance | Maricopa County, AZ Senior Services and Community Resilience Maricopa County residents seeking assistance with current utility deposits or payments may qualify for assistance from the Human Services Department’s Senior Services and Community Resilience Division (SSCRD). SSCRD coordinates the delivery of utility assistance to Maricopa County residents living outside the cities of Glendale, Mesa, and Phoenix.

If you live in Glendale, Mesa, or Phoenix, learn about utility assistance programs in your area: For residents living outside the cities of Glendale, Mesa, and Phoenix, assistance is provided through Community Action Program (CAP) offices located throughout Maricopa County. To apply, follow the step-by-step instructions listed below. Step 1.

Check Eligibility To qualify for utility assistance, the following criteria must be met: Applicant lives in Maricopa County, but not in the cities of Glendale, Mesa, or Phoenix. Please note: Funding may require verification of U.S. Citizenship or Qualified Noncitizen Status. Step 2.

Gather Required Documents You could be asked to provide the following documentation to help establish eligibility once your application is assigned. Photo identification of applicant Documentation of household income received for 30 days Most recent gas, electric, and water (restrictions may apply) bills of current residence Please note: Additional documentation will be requested by the CAP office to determine eligibility.

To apply for utility assistance, you may complete an application online or in person. Complete an online application through the Human Services Department’s Client Portal . Once you reach the Client Portal’s homepage, click on the “Start the Application Process” button.

You will be directed to the Application Prescreen, which is the first step of the application process. The Application Prescreen will help residents determine if they meet basic eligibility requirements for all available rent and utility assistance.

Residents that meet basic eligibility criteria will then be invited to create a Client Portal account and complete an online application, which includes submitting all required documentation. To begin the application process, contact your local CAP office . The CAP office will identify next steps, including the scheduling of a telephone or in-person appointment.

All appointments are made on a first-come, first-served basis. Remember to provide the required documentation during your appointment. Please note, you must reside in the CAP office's service area in order to apply.
