Maryland Solar Energy Grant Program is sponsored by Maryland Energy Administration (MEA). The Maryland Energy Administration provides grants for solar photovoltaic systems and solar water heating. While not directly for church construction, a new church building could incorporate these systems.

Maryland Solar Access Program Accessibility Information ​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​ Maryland Solar Access Program Fiscal Year 2027 (FY27) program opens on July 29, 2026. ​​​​ FY27 Program Information and Documents now available below. ​ The My MEA Application Portal opens to new applications for rebates on July 29, 2026.

The MSAP Participating Contractor List Application Form is closed. MEA will review the remaining submissions and update the MSAP Participating Contractor List on a rolling basis through September 30, 2026. Please note: the selection of an FY27 MSAP Participating Contractor is required to complete and submit a new application for an upfront rebate reservation request (Step 1).

The FY27 MSAP Participating Contractor List will have no bearing on eligibility of an existing FY26 or FY25 application for a Maryland Solar Access Program rebate. Existing applicants may login to the My MEA portal​ to check the status of their application and to continue submissions to MEA. Under the Maryland Solar Access Program, “Click View More Details”.

Manage an Existing Application: Use Manage My Application to submit (a) missing information or documentation, (b) a rebate reservation extension request, or (c) a rebate reservation modification request. ​FY27 Program Purpose: The Maryland Energy Administration is pleased to announce the FY27 Maryland Solar Access Program (MSAP).

The program provides rebates to help income-eligible Maryland residents install solar photovoltaic (PV) systems to power their homes with clean, affordable, and sustainable energy. This program was established through the Maryland General Assembly’s passage of the Brighter Tomorrow Act of 2024 and is codified in §9–2016 of the State Government Article, Annotated Code of Maryland.

​ FY27 Program Type: Rebate Program (Upfront Reservation Required). Upfront Rebate Reservation (Step 1) : Applicants must apply for an upfront rebate reservation and the rebate reservation must be approved by MEA before installation of the solar PV system. Rebate Payment Request (Step 2) : Applicants request a rebate payment after installation and interconnection of the solar PV system.

FY27 Target Audience : Income-eligible households who contract with a contractor from the MSAP Participating Contractor List below. The homeowner benefitting from the solar PV installation has 3 options for participating in the program: ​ Option 1 : The homeowner creates a "Resident" account through the My MEA online application portal. The homeowner submits an MSAP application.

The homeowner is designated as the recipient of the MSAP rebate payment. Option 2 : The MSAP Participating Contractor creates a "Contractor" account through the My MEA online application portal (or logs in with their existing account). The MSAP Participating Contractor submits an MSAP application on behalf of the homeowner.

The resident is designated as the recipient of the MSAP rebate payment. Option 3 : The MSAP Participating Contractor creates a "Contractor" account through the My MEA online application portal (or logs in with their existing account). The MSAP Participating Contractor submits an MSAP application on behalf of the homeowner.

The MSAP Participating Contractor is designated as the recipient of the MSAP rebate payment and passes through the benefits to the homeowner by discounting the cost of the solar PV system installation. FY27 Funding Opportunity Announcement Issue Date: July 29, 2026 FY27 Application Deadline: 3:00 PM Eastern Time May 31, 2027 through the My MEA portal.

The My MEA online application portal may close to new applications prior to the Application Deadline, if the total budget requested exceeds the available Program Budget FY27 Online Application Submission: Through the My MEA portal at https://mea. maryland.

The MSAP Participating Contractor is the prime solar PV contractor Execute a contract with the homeowner (referred to as the “Executed Solar PV Agreement”); Sign the MSAP Authorizations & Disclosure Form; and Take full responsibility for compliance with the terms and conditions of the MSAP program – including the terms of the MSAP Consumer Protection Policy, the Fossil Fuel Policy, and all applicable local, state, and federal laws, regulations, and building codes.

The MSAP Participating Contractor may also (but is not required to): Apply on the homeowner’s behalf; Receive the rebate, passing through the benefit to the homeowner via a discounted project price; Work with 3rd party installation subcontractors; Work with 3rd party sellers; Work with 3rd party solar lease or PPA providers; Use subcontractors for other purposes.
