Hampton Boards & Commissions Mayor's Committee for People with Disabilities Committee Grant Application Info Committee Grant Application Info The Mayor’s Committee for People with Disabilities is organized and dedicated to assisting disabled citizens of Hampton regardless of race, color or creed, in accordance with the philosophy, objectives, and programs as follows: Develop and conduct educational programs for the public; for professionals concerned with the treatment of people with disabilities; and for employers and others as a means of helping people with disabilities improve their lives physically, emotionally, intellectually, and vocationally within the community.

Propose programs and services in health, welfare, education, recreation, and employment that are needed for people with disabilities in Hampton. Cooperate and consult with other committees, agencies, and organizations for appropriate activities involving people with disabilities. Review and make recommendations to appropriate organizations concerning issues involving people with disabilities.

Undertake such special projects in the interest of people with disabilities as the Mayor may assign. Represent the Office of the Mayor as appropriate. Do anything necessary and proper to accomplish the purpose of the Committee.

The Committee is dedicated to empowering organizations that enhance the physical, emotional, intellectual, and vocational well-being of people with disabilities within the community. The grant program aims to support projects that align with the Committee’s mission to foster inclusivity, accessibility, and meaningful opportunities for individuals with disabilities in Hampton.

By providing financial assistance to these initiatives, the Committee seeks to create lasting positive impacts and change in the lives of those they serve. Grant funds are available to organizations, agencies, and programs dedicated to improving opportunities and services for individuals with disabilities.

To qualify, applicants must be 501(c)(3) nonprofit organizations and non-stock corporations in good standing with the Virginia State Corporation Commission at the time of the grant review. Individuals are not eligible to apply for grant funds from the Committee. If a fiscal agent is used for the project, the fiscal agent must serve as the applicant.

Note: A fiscal agent is a third-party organization that handles various financial and administrative duties on behalf of some other party pursuant to an agreement for that purpose. Grants are available to support organizations undertaking projects that are dedicated to improving the lives of people with disabilities in Hampton. Additionally, all projects must be nonsectarian (i.e., not restricted to a particular religious group).

Grant funds cannot be used for events that have already taken place. Applicants are encouraged to plan accordingly to ensure eligibility.

Organizations may request grant amounts ranging from $100 to $1,500. Grants are awarded on a one-time, per calendar year basis for each organization and are non-renewable and non-transferable. Organizations are limited to one application per funding cycle and may receive funding for only one project per calendar year.

In addition, organizations may only receive one grant award per calendar year. All grant recipients must agree to recognize the Mayor’s Committee for People with Disabilities as the funding source for the project.

This can be accomplished by including language acknowledging the Committee as a project sponsor on flyers, websites, and marketing materials, sponsorship packages, event signage, etc. Grant recipients also will be required to enter into a grant agreement with the Mayor’s Committee for People with Disabilities and provide a grant closeout report. The 2025 grant program will have two application cycles. The deadlines for each cycle are: Summer Cycle: Applications must be received by March 31, 2026 .

Winter Cycle: Applications must be received by September 30, 2026 . Please ensure your application is submitted by the deadline for the desired cycle. Late applications will not be considered.

Applications can be submitted online. The grant review process and timeline is as follows: October 1 - November 14, 2026 The application review process includes the following: Reviewing the application to ensure it abides by program policies; Contacting the organization with any questions or requests for additional information; Sharing the applications with the Grant Sub-Committee; Making grant recommendations and justifications to the full Mayor’s Committee for People with Disabilities.

All funding decisions are made by the Mayor’s Committee for People with Disabilities. Please be advised that there is no appeal process once a decision on the grant application is made. Post-Approval Documentation Requirements Upon approval of an application, organizations will be required to enter into a Grant Agreement with the Mayor’s Committee for People with Disabilities.

This legally binding agreement will be included with the grant award letters and will specify funding amounts and program requirements. Recipients will be required to conform to applicable Federal, State, and local laws. At the conclusion of project activities, the organization must also complete and submit the Grant Closeout Report by the date outlined in the Grant Agreement.

Failure to submit the Grant Closeout Report, or an incomplete Grant Closeout Report, may result in the Committee requiring return of all or part of the grant funds and may impact the ability of the Organization to obtain funding from the Committee in the future. 2024- 2025 Grant Funded Projects
