MeadowLARK Grant | Apprenticeship Funding for MeadowLARK was delivered through a State Apprenticeship Expansion Formula (SAEF) grant from the U.S. Department of Labor, which provides targeted support to state Registered Apprenticeship Programs. The KOA will utilize these funds to continue revolutionizing apprenticeship in Kansas.
MeadowLARK will also greatly expand the office’s efforts by developing Multi-Employer Intermediaries focusing on high-demand, high-wage occupations to meet industry needs. gov LWDB threshold update is no limit per participant! Participant threshold is based on LWDB’s policies for their participant services. SAEEI funding CANNOT be braided or leveraged with MeadowLARK funding.
Participants must be enrolled in either grant, but not both. MeadowLARK funding can be used to support existing apprenticeship programs expand. We encourage LA’s to work directly with their local partners to identify opportunities.
The intent of this grant is to integrate Registered Apprenticeship with workforce activities. It is best practice to train intake staff and update all intake forms to include Registered Apprenticeship. Braided funding and co-enrollment with WIOA and other USDOL funding with this grant is encouraged.
Examples include WIOA (Title 1: Adult, Dislocated & Youth), SCSEP, Wagner Peyser, CDBG (HUD), and more. Please refer to TEGLE 13-16 for more information. Program outputs are tracked in RAPIDS and KansasWORKS.

Total RAPs created as a result of SAEF grant funding Total RAPs expanded as a result of SAEF grant funding Total pre-apprenticeship programs created as a result of SAEF grant funding (as applicable) Total participants served (includes total apprentices served regardless of completion) Total participants served and who enter a Registered Apprenticeship Program Total participants who complete a Registered Apprenticeship Program Total number of individuals enrolled in a RAP that was developed using SAEF grant funds (as applicable) Ages 16 and older (minors subject to hazardous occupations exemptions once registered) Must be a U.S. citizen or able to work in the U.S. Able to perform essential job duties, with or without, reasonable accommodations Must be enrolled in a Registered Apprenticeship Program To maximize participant support and expand training access, the MeadowLARK Grant encourages braided funding and co-enrollment with other federal and state programs.

To apply and receive MeadowLARK funding, you’ll need to: 1. Complete the pre-approval process, including the creation of KANSASWORKS account 2. Work with Local Area partners on next steps and their specific policies 3.
Connect with one of our authorized partners (listed above) The USDOL is now requiring that Measurable Skills Gains (MSG) are set in KANSASworks. com . Y ou will get credit for the MSG when it is set (to coincide with the Apprenticeship Training service – denominator) and when it is attained (defined as 12 months and/or attained within the 12 months from the set date – numerator).
Based on the apprenticeship program design, three of the five MSG types are most appropriate when documenting gains: Education Functioning Level (EFL), Training Milestone (Training Plan/Apprenticeship Training related), and skill progression. Pre-Apprenticeship programs are a YES! It’s a WIN-WIN for the grant!
Quality pre-apprenticeship programs can be entered and tracked in KANSASWORKS. com. Pre-apprentices can only be registered in KANSASWORKS.
com and MeadowLARK funds can be used on this. Pre-apprentices cannot be entered into RAPIDS until they enter into a registered program and sign the required 671 form. Pre-apprentices will be counted as “participants served” but not toward “registered apprenticeship” numbers until they get registered in RAPIDS (which hopefully all do!)
Quality pre-apprenticeship programs have a federal definition – and must lead to an established Registered Apprenticeship. For more information and allowable expenditures, please refer to TEN No. 23-23 The intent of this grant is start up funds for your program; however, its up to you to develop sustainability. Your ATR’s will start asking you to develop a sustainability plan after the grant ends.
