C3 - Colorado Circular Communities Enterprise The Colorado Circular Communities (C3) program provides three tiers of funding based on the project’s budget, scope of work, and anticipated effect on building a circular economy in Colorado. Mini Grant awards are up to $50,000 for projects that can be completed quickly, such as the purchase of equipment.
