The mini-grant contract applications, must be approved by the NDOT-HSO prior to the applicant incurring any expenditures. A mini-grant is typically for the purchase of a specific item or a short-term (not longer than 30 days) activity. The following explains the mini-grants available, and provides the option to download each specific mini-grant application.

After completing the mini-grant applications form it may be mailed or faxed to the NDOT-HSO for approval. However, no promotional items, such as key chains, etc. are allowed. Check with NDOT-HSO before ordering.

All applicants being awarded equipment through the NDOT-HSO mini-grant process must report the activity generated annually for three (3) years to the NDOT-HSO. The activity to be reported will be clearly defined and included with the award letter so the activity can be captured once the piece of equipment is put into service.

In the Fall, the NDOT-HSO will forward the agency an activity report form to be completed by a specific date and returned to the NDOT-HSO. Mini-Grant Contract Applications must be submitted for approval a minimum of 30 days prior to the start of the activity. All mini-grants for equipment purchases must be approved by NDOT-HSO before equipment is ordered or purchased.

SAM. gov registration, CAGE Code, and UEI Federal guidelines require the NDOT-Highway Safety Office (HSO) to ensure that all applicants are not suspended or debarred from receiving federal grants by having an active registration at the System for Award Management (SAM). A Unique Entity Identifier (UEI) and a Commercial and Government Entity (CAGE) Code is required to register at Sam.

gov. Mini-Grants without the CAGE Code, and the Unique Entity Identifier (UEI) to confirm registration at SAM. gov will not be accepted. Every state, county, community, law enforcement agency, organization, etc. eligible to receive federal funding through a project or mini-grant contract must read and comply with the guidelines outlined in this document. State, local, and federal rules and regulations also need to be complied with as outlined in the “audit” section, page 6 of the guide.

CSS Inspection Station Certifications and Assurances Form The mini-grant contractor is responsible for submitting the Mini-Grant Claim for Reimbursement (CR) with a copy of support documentation substantiating expenditures associated with each mini-grant contract issued. The request(s) must be completed and submitted to the HSO as reimbursement is needed and/or upon completion of the mini-grant contract.

CRs are processed upon receipt of the correct documentation. In-Car Cameras | Download Application Funding assistance for in-car cameras is available to any law enforcement agency in the State. The digital in-car cameras are funded at either 75% of the cost of the total unit or $3,500.

00 per total unit, whichever is the lower cost. There is a limit of 2 (two) in-car cameras annually per agency. The mini-grant contractor is responsible for submitting the Mini-Grant Claim for Reimbursement (CR) with a copy of support documentation substantiating expenditures associated with each mini-grant contract issued.

The request(s) must be completed and submitted to the HSO as reimbursement is needed and/or upon completion of the mini-grant contract. CRs are processed upon receipt of the correct documentation. Computer Equipment | Download Application Funding assistance for computer equipment to submit crash reports and citations electronically is available to any law enforcement agency in the State.

Equipment is funded at either 75% of the cost of the total unit or $15,000. 00, whichever is the lower cost. Grants can include equipment, necessary accessories and installation costs.

The mini-grant contractor is responsible for submitting the Mini-Grant Claim for Reimbursement (CR) with a copy of support documentation substantiating expenditures associated with each mini-grant contract issued. The request(s) must be completed and submitted to the HSO as reimbursement is needed and/or upon completion of the mini-grant contract. CRs are processed upon receipt of the correct documentation.

Preliminary Breath Testers (PBT) | Download Application Funding assistance for PBTs is available to any law enforcement agency in the State. The units are funded 100% by the HSO with a limit of six (6) units annually per agency. Breath Alcohol Supplies Order Form - Preliminary and evidentiary alcohol breath testing instruments (mouthpieces and evidentiary cards).

Radars | Download Application Funding assistance for radar units is available to law enforcement agencies in the priority counties. The units are funded at 75% per unit up to a maximum of $1,200. 00 per unit.

There is a limit of two (2) units annually per agency. If radar units are not purchased from the State Contract, agency must provide competitive bid and may not be available for split billing. To view radar units currently on State contract, click here .

Funding assistance for selective overtime enforcement is available to law enforcement agencies in the priority counties. The selective overtime activity may be conducted in one of four emphasis areas: occupant protection, speed, alcohol, or general traffic. Overtime salaries are eligible for reimbursement.

All officers working grant funded alcohol selective overtime enforcement must be certified in Standard Field Sobriety Testing (SFST). Course completion certificates will be required with the claim for reimbursement. Applications must be submitted for approval a minimum of 30 days prior to the start of activity.

The mini-grant contractor is responsible for submitting the Mini-Grant Claim for Reimbursement (CR) with a copy of support documentation substantiating expenditures associated with each mini-grant contract issued. The request(s) must be completed and submitted to the NOHS as reimbursement is needed and/or upon completion of the mini-grant contract. CRs are processed upon receipt of the correct documentation.

The Grant Funded Enforcement Activity Summary must be completed and returned with the reimbursement request. "Underage" Alcohol-Related Selective Overtime Enforcement | Download Application Effective February 1, 2016, mileage will no longer be an eligible reimbursement expenditure. Funding assistance for “underage” alcohol-related selective overtime enforcement is available to law enforcement agencies.

Eligible funding activities may include: compliance checks, adult procurement initiatives, adult education/program presentations, selective overtime enforcement, and party patrols. Overtime salaries are eligible for reimbursement. All officers working grant funded alcohol selective overtime enforcement must be certified in Standard Field Sobriety Testing (SFST).

The Grant Funded Alcohol Compliance Summary must be completed and returned with your reimbursement request. Public Information and Education | Download Application Funding assistance for projects that educate the public about traffic safety issues is available to agencies in the priority counties . Activities should focus on one of the emphasis areas: alcohol, speed, youth, or occupant protection.

Other traffic safety-related areas may be considered based upon supporting crash data. The mini-grant contractor is responsible for submitting the Mini-Grant Claim for Reimbursement (CR) with a copy of supporting documentation substantiating expenditures associated with NDOT-HSO as reimbursement is needed and/or upon completion of the mini-grant contract. CRs are processed upon receipt of the correct documentation.

Training // Workshops // Conferences | Download Application Funding assistance for traffic safety professionals to attend traffic safety trainings/workshops /conferences is available to agencies in the priority counties . The NDOT-HSO may provide funding assistance for transportation, lodging, and registration fees. All other costs associated with the training/workshop/conference are the responsibility of the applicant.

The mini-grant contractor is responsible for submitting the Mini-Grant Claim for Reimbursement (CR) with a copy of support documentation substantiating expenditures associated with each mini-grant contract issued. The request(s) must be completed and submitted to the NDOT-HSO as reimbursement is needed and/or upon completion of the mini-grant contract. The Grant Funded Training/Conference Evaluation Report must accompany all claims for travel reimbursement and must be attached to the Claim for Reimbursement/Mini-Grant Claim for Reimbursement.
