It provides financial support for the development, production and distribution of film productions and film-related activities. This scheme supports the realisation of minority co-productions in the categories of feature film, feature-length animated film, and documentary.

A minority co-production must be of exceptional artistic and substantive quality within the total offering of international co-productions, with a demonstrable substantial creative and technical contribution from film professionals from the Netherlands.

International co-production sharpens the artistic vision of the creator, provides a broader financial foundation for film projects, and contributes to the international visibility of Dutch films, film professionals, and the film industry. Additionally, it fosters expertise and creative exchange.

The artistic and financial collaboration positively impacts the visibility of Dutch talent abroad and offers Dutch creators a greater chance to break through in the international market. This production company is established for at least two years in a member state of the EU, EEA, or in Switzerland and continuously produces films and other audiovisual productions.

The Dutch minority co-producer has previously been primarily responsible as a majority producer for the realization of at least one feature film (feature film/feature-length animated film); or one feature-length documentary, in both cases with a theatrical release in the Netherlands.

Feature Film and Feature-length Animated Film: Films with a budget up to 3 million: up to € 250,000 Films with a budget higher than 3 million: up to € 450,000 50% of the financing from the main producer’s country of establishment has been confirmed; The total contribution from Dutch funds and market parties to the realization of the film production is at least 10% of the total production costs ;A signed statement clearly defines the division of tasks and responsibilities between the foreign majority co-producer and the Dutch minority co-producer, as well as how the co-production is structured; The national theatrical release in the majority co-producer’s country is guaranteed by a film distributor or market parties from the local distribution chain; The applicant holds the exclusive adaptation and exploitation rights for the Benelux or, if not possible, for the Dutch territory; The film production will have a (non-)theatrical release in the Netherlands.

The applicant must submit a written statement signed by a Dutch film distributor and/or a Dutch broadcaster and/or present a detailed distribution plan focusing on audience reach and visibility in the Netherlands; Global revenues and any financial contributions from Eurimages and/or other European funding sources are allocated to the applicant on a pro-rata basis; The subsidy amount is fully spent in the Netherlands (cast, crew, etc.); The contribution from the Film Fund is subordinate to the contribution from the foreign national fund and/or the main financier; The financing of a film production must be fully and unconditionally committed by third parties within 18 months of the subsidy decision.
