The implementers will be a legally recognized non-profit, non-governmental organization, or individual that meets U.S. and Somali technical and legal requirements to develop and implement public diplomacy programs as specified in Section C. All programs must include an American cultural element and/or connection(s) with American expert(s), organization(s), or institution(s) that will promote increased understanding of U.S. policy and perspectives.
