Community DevelopmentBlock Grants (CDBG) | Department of Economic Development The CDBG program provides federal funding to small cities and counties to improve infrastructure, support community facilities such as senior centers and community centers, and strengthen local economies in ways that primarily benefit low-to-moderate income persons while addressing local health and safety concerns.
Grants are available in several categories and can be utilized for a wide range of community development initiatives. Past notices are available in the notices archive . HUD Seeking Public Comment on New Proposed Financial Reporting Rule for Grant Programs The U.S. Department of Housing and Urban Development (HUD) has issued a proposed information collection titled “Recipient Financial Reporting for Grant Programs.
” The proposal would establish enhanced financial documentation and reporting requirements for HUD grant recipients beginning with awards issued in 2025 and forward. HUD is accepting public comments until September 8, 2026 , and subrecipients are encouraged to review the proposal and consider submitting feedback. Comments may be submitted through the regulations.

Overview of Proposed Requirements: The proposed rule would require recipients to submit itemized invoices, proof‑of‑payment records, and contract or subaward documentation through a HUD online portal. According to HUD, this process is intended to strengthen financial oversight and align with Uniform Guidance financial management requirements under 2 CFR 200.

Key Areas for Subrecipient Review: Reporting Frequency: The proposed rule anticipates quarterly documentation submissions. Under 2 CFR 200. 328, Federal agencies generally may not require financial reports more frequently than quarterly unless special conditions are applied.
Subrecipients may wish to consider how quarterly uploads align with staffing capacity, procurement workflows, and Missouri’s reimbursement‑based payment processes. Documentation Type and Volume: The proposal includes invoices showing vendor names, service descriptions, service periods, payment amounts, canceled checks or payment confirmations, and copies of contracts or subawards.
These requirements may exceed the typical documentation retained under 2 CFR 200. 302(b)(3) and 2 CFR 200. 334.
Interaction With Existing Recordkeeping Rules: Record retention requirements under 2 CFR 200. 334 remain in place. Subrecipients may wish to assess how expanded documentation uploads align with current retention practices, local government filing systems, and long‑term storage requirements.
Applicability of Special Conditions : HUD anticipates applying enhanced reporting requirements to awards issued with special conditions beginning in 2025. Under 2 CFR 200. 208, such conditions may be applied based on risk assessments.
Subrecipients may wish to determine how these requirements may apply to their future grants. Portal and System Considerations: HUD plans to collect documentation through an online portal (that doesn’t currently exist) . Subrecipients may wish to review internal system compatibility, upload capacity, document formatting, and staff training needs.
Current Community Development Block Grant (CDBG) program reporting requirements under 24 CFR 570. 507 are unaffected. Alignment With Existing CDBG Reporting Timelines: CDBG performance and evaluation reports follow annual deadlines under 24 CFR 570.
507. Quarterly documentation uploads may require additional internal coordination with procurement and financial management processes. Timely Vendor Payment Requirements: Under 2 CFR 200.
302(a), recipients must expend and account for funds in accordance with State procedures for timely vendor payments. If HUD’s documentation reviews extend processing times, reimbursement delays may affect a subrecipient’s ability to meet vendor payment expectations under State law.
HUD Staffing Reductions and Review Timelines: Recent workforce changes may affect HUD’s ability to process quarterly documentation: Reports indicate proposed reductions of up to 50% of HUD’s workforce (~4,300 staff) and documents reflect potential reductions of 84% within HUD’s Office of Community Planning and Development. These reductions may affect HUD’s review timelines, potentially influencing reimbursement timing for subrecipients.
Estimated Additional Cost: HUD’s estimated annual burden cost for the proposed information collection appears to be overly optimistic. Subrecipients may wish to evaluate whether the estimated burden hours and costs align with their real‑world experience preparing financial documentation for current reimbursement and monitoring activities. HUD specifically requests public comment on the accuracy of burden estimates.
Recommended Subrecipient Actions: Review the proposed rule. Evaluate any potential operational or administrative impacts. Review documentation capacity, portal readiness, and vendor payment workflows.

CDBG FY2026 Income Limits Published and Effective June 1 The U.S. Department of Housing and Urban Development (HUD) has published the Fiscal Year 2026 Income Limits for the Community Development Block Grant (CDBG and CDBG-DR) program effective June 1, 2026 . The FY2026 Community Planning and Development (CPD) Income and Rent Limits are available now on HUD's website .
Please note that this will affect all FY2026 Competitive Cycle applications. However, CDBG applications that have been awarded before the effective date, June 1, 2026, will not be subject to the new limits. For more information on the CDBG program, please contact us at mocdbg@ded.
