FY26 3D Elevation Program DCA The USGS 3D National Topography Model (3DNTM) initiative will integrate USGS elevation and hydrography datasets to model the Nation's topography in 3D. The 3D Elevation Program (3DEP) is the elevation component of the 3DNTM. This DCA will result in public domain 3DEP data for the 3DNTM obtained through collaboration between the USGS and a broad range of partners.
FY26 3D Hydrography Program DCA The USGS 3D National Topography Model (3DNTM) initiative will integrate USGS elevation and hydrography datasets to model the Nation's topography in 3D. The 3D Hydrography Program (3DHP) is the hydrography component of the 3DNTM. This DCA will result in public domain 3DHP data for the 3DNTM obtained through collaboration between the USGS and a broad range of partners.
The 3D National Topography Model (3DNTM) is an initiative to update, improve, and integrate USGS elevation and hydrography data to support the most demanding scientific requirements and enable data-driven decisions across user communities. 3DNTM relies on investments from a wide range of stakeholders with interest in developing partnerships to share data acquisition costs in support of individual mission and business requirements.
The 3DNTM DCA provides a mechanism for partnering with the USGS and other Federal agencies to acquire high-quality 3D Elevation data or 3D Hydrography data. Federal agencies, State and local governments, Tribes, academic institutions and the private sector are eligible to submit projects.
Applicants to the 3DNTM DCA may contribute funds toward a USGS lidar data acquisition via the Geospatial Products and Services Contracts (GPSC) or they may request funds toward a data acquisition where the requesting partner is the acquiring authority. In FY24, the USGS National Geospatial Program (NGP) changed its process for finding and selecting partnerships. The streamlined DCA replaced the Broad Agency Announcement (BAA) which focused solely on 3DEP acquisitions.
The BAA was established for 3DEP acquisition beginning in 2015 with the purpose of providing a fair and open process for developing 3DEP partnerships and to provide increased visibility of the process to the broadest stakeholder community possible. The best practices established in the BAA are essential to and will be leveraged in the 3DNTM DCA. More information about the BAA and past awardees can be found on the BAA Portal.
