National Housing Trust Fund - Arkansas Development Finance Authority National Housing Trust Fund National Housing Trust Fund The National Housing Trust Fund (HTF) is an affordable housing production program that will compliment existing Federal, State and local efforts to increase and preserve the supply of decent, safe, and sanitary housing for extremely low-income (ELI) households.
HTF funds are distributed by formula grants to states. ADFA provides funding for rental housing. HTF funds may be used for the production or preservation of affordable housing through the acquisition, new construction, reconstruction, and/or rehabilitation of non-luxury housing with suitable amenities.
For profit and non-profit Developers, and Cities/Counties. Applicants requesting $1,000,000 will sign a note that will bear interest at zero percent (0%), with level amortization and monthly payments over 30 years, with the first payment deferred for one (1) year after the placed-in-service date. All National Housing Trust Fund (NHTF)-assisted rental housing must meet a 30-year affordability period.
Funds must be used to assist ELI (30% AMI) households. Preference given to ELI Veterans with special needs. ADFA has set per unit subsidy limits for National Housing Trust Fund (NHTF) as follows: 0 BR- $159,500, 1 BR- $181,500, 2 BR- $198,000, 3 BR- $220,000, and 4 BR- $247,500.
Applications must have a minimum debt coverage ratio of 1. 15 including the debt service on the National Housing Trust Fund (NHTF) loan and cannot exceed 1. 40.
