Government Shutdown and SBIR/STTR Effective January 31, 2026 , the Government is in a shutdown status given a lapse in appropriations.
During a shutdown, not all government personnel are furloughed but there may be impacts to the following DON SBIR/STTR processes: Contract negotiation and award SBIR/STTR Reauthorization Effective October 1, 2025 , legislative authority for the SBIR and STTR programs has expired, and without reauthorization, the Department of the Navy SBIR/STTR Programs have limited authority to operate.
Activities are impacted as follows: No new Department of War solicitations/topics will be released. FY26 solicitation releases (pre-release, open, and closing) dates will be clarified following program reauthorization. The September 2025 (Release 12) topics will remain in the pre-release phase until the programs are reauthorized.
Topics will open on the first Wednesday following program reauthorization. Closing dates will be extended accordingly to maintain a four-week open period for proposal submissions. Active awards remain valid, however incremental funding or other modifications could be delayed.
Only proposals selected from solicitations issued prior to program lapse may be awarded. Phase II and Phase III opportunities are still available if proposed to and/or awarded under FY2025 or prior authority. DSIP Support remains available to assist users with questions and account issues.
Please monitor DSIP for the most up to date information regarding SBIR/STTR Program impacts specific to program reauthorization.
