Neighbor to Neighbor Program

Neighbor to Neighbor Program is sponsored by AEP Ohio (Administered by Dollar Energy Fund). The AEP Ohio Neighbor to Neighbor program provides utility assistance grants to customers experiencing financial hardships. Grants are applied directly to the bill.

The program is expanding to help more Ohioans with larger grants, broader eligibility, and year-round assistance.

Neighbor to Neighbor Program The AEP Ohio Neighbor to Neighbor program lends a hand to those who are experiencing financial hardships and need help to get back on their feet. Administered by Dollar Energy Fund, the program provides eligible customers with a utility assistance grant applied directly to their bill.

Thanks to donations from five data center companies plus an additional $1 million from AEP Ohio, the Neighbor to Neighbor program is expanding to help more Ohioans with larger grants, broader eligibility and year-round assistance. Additional contributions came from: Meta: $2 million per year over five years; $10 million total donation QTS: $1 million per year over three years; $3 million total donation Amazon: $2.

5 million in 2026 SoftBank Energy: $1 million in 2026 Google: $500,000 to Neighbor to Neighbor and $500,000 to support energy efficiency upgrades for low-income households; $1 million total donation Grants are awarded on a first-come, first-served basis to eligible applicants while funding is available. Customers are limited to one (1) Neighbor to Neighbor grant per program year. Please review eligibility requirements carefully.

Households may be eligible for up to a $500 grant if: Their income is within 300% of the federal poverty income guidelines. Calculate your household income. They are a customer of AEP Ohio.

They have an outstanding balance of at least $50 and are at least 30 days behind. They have paid at least $75 on their AEP Ohio account in the three months prior to applying. Their electric service has been disconnected or is in threat of termination.

They are not enrolled in the state of Ohio's Percentage of Income Payment Plan . Income-eligible clients must first apply for HEAP, Winter Crisis Program or Summer Crisis Program. Grant awards are based on need and each family's circumstances are different.

Grant amounts are determined on a case-by-case basis. If a customer's utility service is off or in threat of termination when they apply and the maximum grant amount will not restore service or stop termination, the application will be denied. The amount needed to restore service or stop a termination is determined by utility review.

Notification will be sent to the customer advising them that their application was denied and that an additional payment is required in order to be considered for assistance.
