These partnerships facilitate cost sharing for the improvement of safety in general and, more specifically, in the neighborhoods which choose to participate through the use of Automated License Plate Readers (ALPR). ALPRs monitor traffic 24/7/365 where installed.

The cameras record license plates, which can provide leads to police investigators, notify the Pearland Police Department when a vehicle on the “hot list” passes the ALPR, and provide information to PPD when queried. ALPRs have been identified as an effective tool to address crime.

The Neighborhood ALPR Public Safety Grant is available to neighborhoods within the City of Pearland which have established a Property Owners’ Association (POA) as defined by the Texas Property Code. This POA requirement ensures the presence of an entity which has legal authority to act on behalf of the entire neighborhood.

The grant provides reimbursement directly to the POA for up to 50% of the cost of an ALPR system, including installation, annual service for up to 12 months, and ancillary costs such as permits related directly to the installation, with a maximum distribution of $20,000.

* ALPR System Requirements * Cost-Sharing Information In order to qualify for the grant reimbursement, the ALPR system cameras installed by the POA must meet the requirements outlined below: * Cameras must be able to provide near real-time alerts to the Pearland Police Department, as defined by PPD.

These alerts must include information about vehicles wanted within the National Crime Information Center (NCIC) system, including reported stolen vehicles, plates, trailers, and vehicles associated with AMBER or other similar alerts. * Cameras must capture license plate data and store the data for a minimum of twenty-one (21) days.

* The ALPR system must be able to share the license plate data with the Pearland Police Department without costs to the City of Pearland. * The ALPR system must include a means for the Pearland Police Department to add wanted vehicles to a list which cameras can monitor. Eligible POAs are reimbursed at a rate of $20.

The POA is reimbursed for up to 50% of the ALPR system cost, including installation, annual service for up to 12 months and ancillary costs such as permits related directly to the installation, with total payment from the City to the POA not to exceed $20,000. 00.

The procurement, installation, maintenance, and other costs for an ALPR system are to be paid by the eligible POA directly to the ALPR service provider. It is the POA’s responsibility to choose an ALPR camera system that meets the eligibility requirements. However, the POA can seek advice from a designated Pearland PD representative for systems which meet the criteria.

A POA with an existing ALPR system may submit an application for a grant to defray costs of improvements, maintenance, or data service to cover up to 12 months from an application for a grant. It is the POA’s responsibility to ensure the placement of ALPR cameras are in a legal location and to obtain any permits which may be necessary for installation.

For questions regarding ALPR camera placement and permitting, contact Public Works at 1900@pearlandtx. gov. AFTER an eligible ALPR system has been installed, a representative for the POA will complete the Grant Application and provide proof of payment via the Pearland Police Department website.

Accepted proofs of payment include: a paid invoice from the ALPR company, a copy of the cleared check from the bank, or a credit card statement page showing the transaction (with all other information redacted).

A designated Police Department representative will coordinate with the POA representative to ensure the ALPR is functional and able to provide data to the Pearland Police Department and then sign off on the eligibility for the grant. Following PD approval of a completed application, the Pearland PD representative will forward the Grant Application and supporting documents through the appropriate channels.

The City of Pearland Finance Department will issue a check directly to the POA representative.
