New York State Community Development Block Grant (CDBG) Program – 2025 Housing Activities is sponsored by New York State Homes and Community Renewal (NYS HCR). Supports local governments in New York State to improve housing, infrastructure, and community facilities for low- and moderate-income communities.

Community Development Block Grant | Homes and Community Renewal Community Development Block Grant Community Development Block Grant The NYS Community Development Block Grant or CDBG Program is a unique source of federal funding for Cities, Town, Villages, and Counties to assist low- and moderate-income communities, households, and people.

CDBG funding assistance can include everything from drinking water and sanitary sewer projects to grants for home repair, senior and community center improvements to grants to small business for start-up and expansion. Expert technical assistance is always available to help your community apply for and administer CDBG funds, and to help direct assistance to where it is needed most.

Applications are being accepted through September 23, 2026 for eligible housing activities benefiting low- and moderate-income households. Applications are being accepted through December 31, 2026 , subject to availability of funds, for: Microenterprise Assistance Stand-Alone Business Assistance Funding is available for eligible public facility projects.

Communities considering improvements to senior centers, community centers, childcare facilities, public safety facilities, accessibility modifications, and other eligible community facilities are encouraged to apply. Public Facility applications may request up to $1 million in CDBG assistance. CDBG Public Infrastructure — CLOSED The 2026 CFA Public Infrastructure funding round is now closed.

The NYS CDBG program provides financial assistance to eligible cities, towns, and villages with populations under 50,000 and counties with an area population under 200,000, in order to develop viable communities by providing decent, affordable housing, and suitable living environments, as well as expanding economic opportunities, principally for persons of low and moderate income.

Eligible Communities List The state must ensure that no less than 70% of its CDBG funds are used for activities that benefit low- and moderate-income (LMI) persons.

The program objectives are achieved by supporting activities or projects that benefit low- and moderate-income families; create job opportunities for low- and moderate-income persons; prevent or eliminate blight; or address a community development need that poses a serious and imminent threat to the community's health or welfare.

Projects that are proposing a National Objective of LMA or low-and moderate-income area benefit must be able to demonstrate that at least 51% of beneficiaries are LMI.
