NIST Technology Innovation Program (TIP) is a grant from NIST that historically supported and promoted high-risk, high-reward research in areas of critical national need. TIP was designed to give NIST the agility to make targeted investments in transformational R&D to sustain U.S. technological leadership.
Established in 2007, the program supported projects such as self-powered structural health monitoring sensors and other advanced technologies. However, the Consolidated and Further Continuing Appropriations Act of 2012, signed by President Obama on November 18, 2011, provided no funding for TIP, and the program subsequently initiated an orderly shutdown.
Prior to closing, NIST had published a Three-Year Plan outlining future competition topics. The program is no longer accepting applications.

NIST is pausing all submissions under the CRDO Broad Agency Announcement (2025-NIST-CHIPS-CRDO-01) on September 15, 2026 for system upgrades — no white papers, no pre-negotiation packages, no investment fund applications until roughly November. Here is what the pause means for a $10M-minimum rolling BAA that runs through 2029, and how to use the dark window.
