NOAA Coastal Resilience Grants | NOAA Fisheries The NOAA Coastal Resilience Grants program, jointly administered by NOAA’s National Ocean Service and NOAA Fisheries, implements projects that build resilient U.S. coastal communities and ecosystems. Resilience is the ability to prepare and plan for, absorb, recover from, and more successfully adapt to adverse events such as extreme weather or long-term changing environmental conditions.
This program is intended to build resilience through projects that conserve and restore sustainable ecosystem processes and functions and reduce the vulnerability of coastal communities and infrastructure from the impacts of extreme weather events, climate hazards, and changing ocean conditions.

To be eligible under this competition, applicants must conduct projects in U.S. coastal areas. For the purposes of this program, coastal areas are defined as those within coastal shoreline counties or coastal watershed counties. Coastal shoreline counties are directly adjacent to the open ocean, major estuaries, or the Great Lakes.
Coastal watershed counties are located along inland rivers and streams with a significant impact on coastal and ocean resources. Applicants must submit a pre-proposal by email to resilience. grants@noaa.
gov . Full proposals will only be accepted from eligible applicants that received an invitation to submit a full proposal based on the strength of their pre-proposal. Full proposals should be submitted through the www.

gov by 11:59 PM Eastern Time on the date to be provided directly to eligible applicants. January 24: Publication of Federal Funding Opportunity. March 7: Deadline for pre-proposal submissions.
March: Pre-proposal review and notification to applicants. April 30: Competition canceled; notice of cancellation sent to applicants who submitted pre-proposals.
