Non-Agricultural Nonpoint Source and MS4 Planning Grant (NPG) - NYSDEC Non-Agricultural Nonpoint Source and MS4 Planning Grant (NPG) The Non-Agricultural Nonpoint Source and MS4 Planning Grant (NPG) application period is open through July 31, 2026 . The Non-Agricultural Nonpoint Source and MS4 Planning Grant (NPG) is a competitive, reimbursement grant program that funds planning reports for nonpoint source water quality improvement projects. The program aims to prepare nonpoint source projects for construction and application for implementation funding.

Grant funding will also be available for regulated MS4 Operators to complete comprehensive stormwater system maps and stormwater management program planning. To view previously awarded projects, visit the Division of Water Grants Data Portal webpage , which includes an easy-to-use map of projects awarded through the NPG program. Applications are being accepted through the Consolidated Funding Application (CFA) until 4:00pm on July 31, 2026. For full program details, view the NPG Round 7 Program Overview (PDF).

Applicants are required to provide 10% of the requested grant amount as local match. Eligible Grant Categories (2026) Nonpoint Source Planning Reports: Grants of up to $50,000 are available to finance services to produce project planning reports, as outlined in each category. Grants of up to $75,000 are available for comprehensive stream corridor studies.

There is no minimum award amount. Applicants are limited to a maximum of five applications per round.

Decentralized Wastewater Treatment Facilities for Failing On-Site Treatment Systems Streambank/Shoreline Stabilization Comprehensive Stream Corridor Assessment Stream Sediment and Debris Management Plan In-Waterbody Controls for Nutrients Bathing Beach Restoration Stream Culvert Repair and Replacement Floodplain Creation/Restoration/Reconnection Wetland Creation/Restoration Coastal Storm Erosion Risk Management Dam Safety Repair/Rehabilitation and Dam Removal Sanitary Survey for Alternative Waste Management Riparian Corridor Restoration and Enhancement MS4 Mapping: For MS4 Operators applying as a collaborative, grants of up to a $400,000 per MS4 collaborative are available.

For MS4 Operators that must apply alone (see Requirements for All MS4 Mapping section for justification required to apply as single municipality), there is a maximum grant award of $75,000. There is no minimum award amount. Applicants are limited to one application per round.

MS4 Stormwater Management Program Planning: Grants of up to $50,000 are available to finance services to produce stormwater management program planning. There is no minimum award amount. Applicants are limited to one application per round.

Nonpoint Source Planning Reports: Municipalities*; including Indian Nations; Soil and Water Conservation Districts (except for Decentralized Wastewater Treatment Facilities for Failing On-Site Treatment Systems) MS4 Mapping and Stormwater Management Program Planning: Municipalities regulated by the MS4 General Permit; Soil and Water Conservation Districts on behalf of regulated MS4 Operators *For the purposes of this grant, "municipality" means a local public authority or public benefit corporation, a county, city, town, village, school district, supervisory district, district corporation, improvement district within a county, city, town or village, or Indian nation or tribe recognized by the state or the United States with a reservation wholly or partly within the boundaries of New York State, or any combination thereof.
