Non-Medical Transportation (NMT) Benefit is sponsored by Colorado Department of Health Care Policy & Financing (HCPF). The Non-Medical Transportation (NMT) benefit allows members on certain Home and Community-Based Services (HCBS) waivers and programs to access non-medical community services and supports as required by their care plan to prevent institutionalization.

Non-Medical Transportation services shall include, but not be limited to: * Activities that encourage community integration * Non-Medical therapeutic sessions NMT benefit is available on the following Home and Community-Based Services (HCBS) waivers and programs: * Brain Injury Waiver (BI) * Community Mental Health Supports Waiver (CMHS) * Complementary and Integrative Health Waiver (CIH) * Developmental Disabilities Waiver (DD) * Elderly, Blind and Disabled Waiver (EBD) * Supported Living Services Waiver (SLS) * State Supported Living Services Program * Refer to individual waivers for specific coverages and benefit limits ## Enrollment Application Instructions Obtain a **Certification of Compliance** (Note: This step must be completed before Step 2, or the entire enrollment application will be denied.)

* Complete the NMT Provider Intake Checklist form - Updated July 2026 * Upload the form and all required documentation to the appropriate application (new enrollment, re-enrollment, maintenance, or revalidation) in the Provider Portal.

* When the Certificate of Compliance has been issued, continue with Step 2 Complete appropriate enrollment application (Note: The application will be denied unless Step 1 has been completed) **Newly enrolling Health First Colorado Home and Community-Based Services (HCBS) providers:** * Review the HCBS Provider Enrollment Information web page * Complete the HCBS Provider Enrollment Training.

Evidence of successful completion of the Provider Enrollment Quiz must be attached to the application. * Review the NMT specialties for required documentation that must be attached to the application. * Submit a new enrollment application through the Provider Portal.

** A: No. The application MUST be submitted with with a Department of Health Care Policy and Financing (HCPF)-issued Certificate of Compliance attached or it will be denied. **Q:If my PASA does not operate any of their own vehicles to transport participants, are we required to carry Auto Liability Insurance? ** A: Yes.

All agencies and providers who are billing for Non-Medical Transportation (NMT) are required to carry minimum Auto Liability limits of $300k BI per person/$600k BI per accident/$50k Property Damage. They do not have to schedule any vehicles if they are not being utilized to transport participants. **Q:Do PASA employees have to carry the same limits of Auto Liability as the agency?

** A: No. Employees who are operating on behalf of the agency are required the State minimum limits of $25k BI per person/$50k BI per accident/$15k Property Damage. **Q:Do Family Caregivers and Host Home Providers have to carry the same limits of Auto Liability as the PASA? ** A: No. They are required to carry the State minimum limits of $25k BI per person/$50k BI per accident/$15k Property Damage.

**Q:What if I have been issued a Common Carrier permit through the PUC? ** A: Providers maintaining a Common Carrier permit do not have to submit compliance documentation. They will provide the PUC-issued permit number with their enrollment application.
