Kentucky Office of Homeland Security There are several federal grant opportunities available to the Commonwealth. We are proud to offer the following reimbursement grants: State Homeland Security Grant Program (SHSGP) July 31, 2026 at 11:59 p. m.
EDT State Homeland Security Grant Program (SHSGP) As a result of funding holds related to the Federal Fiscal Year (FFY) 2025 SHSGP, the Kentucky Office of Homeland Security (KOHS) is collecting applications for both FFY 2025 and FFY 2026 SHSGP. KOHS will review the submissions and determine the most appropriate grant year based on project timelines, budgets, and priority alignment.
The Notice of Funding Opportunity (NOFO) for both grant years can be found online. As applications are approved additional details will be provided to the subrecipients on the grant year and period of performance. Applicant requirements, the application process, and additional information on project proposal elements can be found in the links below.

SHSGP funding helps state, local, tribal, and territorial (SLTT) government agencies in addressing capability gaps identified through the Threat and Hazard Identification and Risk Assessment (THIRA) and State Preparedness Report (SPR) process, as well as prioritize resources towards high-impact security focus areas.
SHSGP aims to build a cohesive and collaborative approach to homeland security by promoting national preparedness and resilience.
State and Local Cyber Grant Program (SLCGP) State and Local Cyber Grant Program (SLCGP) Eligible Entities: Local units of government (city/county), locally owned infrastructure (e.g., utilities, K-12 schools, law enforcement, emergency management, PSAPs, etc.) Ineligible Entities: Nonprofit organizations; and private corporations.

These federal funds are made available through the Department of Homeland Security Federal Emergency Management Agency (DHS-FEMA). The NSGP provides funding for physical security enhancements and other security-related activities to faith-based and other nonprofit organizations that are at high risk of terrorist attack due to their ideology, beliefs, or mission. This is a reimbursement grant.
If selected for funding, the nonprofit must pay for approved equipment and services first then request reimbursement. Links to all guidance and application materials are listed below. 2026 NSGP Applicant Walkthrough 2026 NSGP Investment Justification – Application 2026 Applicant Information & Budget Table DHS CISA Faith Based Self-Assessment 2026 NSGP Application Submission Checklist 2026 NSGP Notice of Funding For those FFY 26 NSGP potential applicants who applied for the FFY 25 NSGP award, unfortunately FEMA has not made award determinations for FFY 25 but have communicated that they will soon.
If organizations choose, they can apply again on the FFY 26 Investment Justification (IJ) for the same project submissions that were submitted on the FFY 25 IJ submission that FEMA is currently reviewing. If your organization receives a FFY 25 award prior to the deadline for KOHS to submit the FFY 26 IJ’s to FEMA, KOHS will notify your point of contact and we’ll pull back that submission.
When emailing your 2026 IJ to KOHS, please note in the subject line of your email “Submitted for 25” so we know it’s a previously submitted project. Your 2025 project information must be submitted on a FFY 26 IJ to be considered for 2026 NSGP funding. FEMA will only review FFY 2026 IJ forms.
