Nonprofit Security Grant Program | Division of Homeland Security and Emergency Services Nonprofit Security Grant Program Nonprofit Security Grant Program Nonprofit Security Grant Program (NSGP) FY2026 Nonprofit Security Grant Program The NYS Division of Homeland Security and Emergency Services is pleased to announce the FY2026 Nonprofit Security Grant Program – Urban Area (NSGP-UA) and State (NSGP-S).
NSGP - Urban Area (NSGP-UA) – $31,083,641 is being made available in New York State to support nonprofit organizations that are located within the New York City urban area. Eligible organizations with sites located in the NYC urban area which includes: the five boroughs in New York City, Nassau County, Suffolk County and Westchester County are eligible to apply to NSGP-UA.
NSGP - State (NSGP-S) – $3,990,000 is being made available in New York State to support nonprofit organizations that are located outside of the New York City urban area. Such organizations are eligible to apply to NSGP-S. Each nonprofit organization may apply for up to $200,000 per site.
Nonprofits with multiple sites may apply for additional sites at up to $200,000 per site for a maximum of three (3) sites located within the NSGP-UA area and three (3) sites located within the NSGP-S area, for a maximum of six (6) sites total, not to exceed a grand total of $600,000 per organization. A nonprofit organization with locations in multiple states may apply for up to these application limits within each state.
If a nonprofit organization applies for projects at multiple sites, regardless of whether the projects are similar in nature, each individual site must include a vulnerability assessment unique to each site. That is, one vulnerability assessment per location/physical address. Failure to do so may be cause for rejection of the application(s).
Nonprofit organizations that are applying for this funding opportunity must be prequalified in the New York Statewide Financial System (SFS) at the time of application submission. For more information on prequalification, and maintaining prequalification, please visit: https://grantsmanagement. ny.

If accessing the IJ from the web, the IJ must be downloaded and saved as a PDF to your desktop or local hard drive before you start working on it. If using the Google Chrome web browser, after you click to open the document, a “Please wait…” message will appear. Click the “Download” or “Save as” icon (upper right corner of the screen) and save the file to your desktop.
If using the Firefox web browser, the IJ will be viewable when you open it, however, you must download and save it as a PDF before you start working on it, otherwise errors may occur . If using the Microsoft Edge web browser, after you click to open the document, a “Please wait…” message will appear. Right click, select “Save” or CTRL+S (a “Save As” box will populate) and save the file to your desktop.
Navigate to your desktop where the file has been saved and open the document from here. If the file does not open normally, right-click the file on your desktop and select “Open with”, then select Adobe (acrobat, reader, etc.), then the file should open. The IJ will also need to be uploaded/submitted with your application in this fillable-PDF format with all fillable fields and drop-downs enabled.
