At this time the end date will be **Wednesday, July 15, 2026, 11:59 p. m. ** NJOHSP has been advised by FEMA that there will be no extension to the application period for this grant program.
A completed application consists of the following three upload requirements: * Investment Justification (IJ) * Vulnerability Risk Assessment (VRA) * A copy of your agency’s IRS 501(c)(3) Letter,where applicable Please note, your organization’s Mission Statement must be included within the "Organization Type" box on the second page of the Investment Justification.
Please read all instructions carefully as this is a competitive grant program. NJOHSP encourages each applicant to consider the following: * Ensure that Vulnerability Risk Assessments (VRAs) are no older than two years, or in need of updating in cases where security improvements have been made that eliminate previous vulnerabilities.
All VRAs must now include photographs of the facility for which security upgrades are sought, as well as images of specific areas requiring upgrades (e.g., doors needing lock upgrades, windows needing blast film protection, areas where CCTV installation is requested). This requirement applies to VRAs completed by local-, county-, and state-level law enforcement or private security firms.

The **Nonprofit Security Grant Program (NSGP)** provides funding to organizations, as described under section 501(c)(3) of the Internal Revenue Code of 1986, at high risk of terrorist attacks and located within designated areas of New Jersey.
Eligible 501(c)(3) nonprofit organizations must utilize funding for the purchase and installation of security equipment on property owned or leased by the nonprofit organization. FEMA’s Authorized Equipment List (AEL), which includes CCTV, card access readers, blast film, lighting, fencing, bollards, etc., can be viewed under “Resources” on this page.
Further, applicants may pursue investments in the areas of training, exercise, and planning that grow preparedness measures. This program also allows the hiring of security personnel with certain restrictions/requirements.
## NSGP – Urban Area (NSGP-UA) This program is _limited_ to nonprofit organizations located within designated areas of New Jersey (**Bergen, Essex, Hudson, Hunterdon, Middlesex, Morris, Monmouth, Ocean, Passaic, Somerset, Sussex, and Union counties**).
This program is _limited_ to nonprofit organizations located within designated areas of New Jersey (**Atlantic, Burlington, Camden, Cape May, Cumberland, Gloucester, Mercer, Salem, and Warren counties**). As a condition of accepted funds, the nonprofit organization must complete the Environmental and Historical Preservation Screening Form, which the federal government requires.
