10, 2026 Commerce’s Energy Resilience and Mitigation Program is accepting proposals to support an energy resilience outreach and education campaign in Eastern Washington and the North Olympic Peninsula. The successful nonprofit with 501(c)(3) status will conduct an outreach and education campaign, providing reliable, data-driven and unbiased information to disproportionately impacted and overburdened communities and tribes.
The campaign will help these communities understand energy resilience and make informed energy decisions. The Energy Resilience Scoping Project for Eastern Washington and the North Olympic Peninsula will provide local governments, tribes, electric utilities and policymakers with the data and tools they need to plan for more resilient energy systems.
The project will help communities identify and prioritize investments that reduce the impacts of natural disasters, minimize power outages and strengthen critical energy infrastructure.
Successful applicants will use targeted and culturally relevant outreach and education practices to provide community members, households and individuals within the defined project areas with reliable, data-driven and unbiased information to support energy resilience before, during and after a disaster.
Applicants must be registered 501(c)(3) organizations licensed to do business in Washington or submit a statement of commitment to become licensed in Washington within 30 calendar days of being selected as the apparently successful contractor. A minimum of five years of experience developing and conducting community outreach and education campaigns in rural, tribal and disaster-impacted communities.
A minimum of three years of experience supporting community education on energy resilience topics, including community resilience, microgrids, solar, wind and ground energy systems. Experience should also include petroleum fuel-based backup systems and energy storage. A minimum of three years of experience in community engagement in Eastern Washington.
