July 28, 2026 | Stakeholder Notice **(WASHINGTON, D. C. , July 28, 2026)** – Today, the U.S. Department of Agriculture’s Foreign Agricultural Service announced a Notice of Funding Opportunity for U.S. colleges and universities to research the economic benefits of the Coordinating Agricultural Development & Innovation (CADI) program.
The CADI program expands U.S. market access in Eastern Europe, the South Caucasus, and Central Asia by removing non-tariff barriers to trade and connecting U.S. agricultural exporters with foreign buyers. The selected institution will conduct basic and applied research on how these targeted trade activities support America’s farmers, ranchers, and agricultural producers.
Methods include: * **Quantifying economic benefits** by delivering county-level impact estimates attributable to CADI trade outcomes. * **Tracking portfolio milestones** against project targets, including a projected $934 million in total economic gains and $50 billion in avoided economic harm.
* **Providing actionable insights** and strategic recommendations throughout the period of performance to maximize return on investment for American agriculture.
