The NWS/OSTI Modeling Program Grants from NOAA's National Weather Service and Office of Science and Technology Integration fund competitive research projects supporting the development of the Unified Forecast System (UFS), NOAA's community-based, coupled Earth modeling system. Projects must be at NOAA Readiness Levels 4 through 7 and demonstrate potential to transition to operational weather prediction.
Awards in FY22 ranged from $100,000 to $300,000 per year for up to three years. Past funding cycles have supported next-generation global prediction systems (NGGPS), hurricane forecast improvement (HFIP), and precipitation process representation research. Eligible applicants include researchers and organizations capable of working within NOAA readiness-level frameworks.

Modeling Program Grants - OSTI Modeling - Virtual Lab Modeling Program Grants - OSTI Modeling NWS/OSTI Modeling Program Grants The NWS/Office of Science and Technology Integration (OSTI) funds research projects through a competitive call for proposals to support NOAA’s development of the community-based, coupled, comprehensive Earth modeling system, the Unified Forecast System (UFS) .
The UFS is designed to provide more accurate forecast guidance through operational numerical weather prediction applications. These applications span local and global domains, and predictive time scales from sub-hourly to seasonal. Proposals that are at NOAA Readiness Levels (RLs) 4 through 7 and therefore demonstrate potential to transition to operations are highly encouraged in this competitive call.
To learn more about NOAA RLs, please see NOAA’s Policy On Research And Development Transitions . 2022 Notice of Funding Opportunity (NOFO) Additionally, the Joint Competition to Advance Process Understanding and Representation of Precipitation in Models by NOAA OAR/CPO/CVP – NWS/OSTI/Modeling Program Division was announced within the CPO’s FY22 NOFO. On August 26, 2026, NSF named the STC class of 2026: TEMPEST at Michigan State, GENIE at Northwestern, and a human-robot co-adaptation center at UT Austin. $90 million total, $6 million a year each. The 2023 class was four centers and $120 million. The award size is intact; the shelf space shrank 25 percent — and that is the number that should reshape how you plan a center proposal.
