Oklahoma's Promise (Oklahoma Higher Learning Access Program)

Oklahoma's Promise (Oklahoma Higher Learning Access Program) is sponsored by Oklahoma State Regents for Higher Education. This early commitment financial aid program covers tuition and other college costs for eligible Oklahoma students who meet specific income, academic, and conduct criteria. The scholarship can be used to cover tuition, living expenses, books, and supplies.

Created in 1992 by the Legislature to help more Oklahoma families send their children to college, the program is administered by the Oklahoma State Regents for Higher Education. Cumulative tuition benefits paid to Oklahoma students and families. Oklahoma students who made the grades and earned their scholarship. Children of certified Oklahoma public school teachers employed at least 10 years may qualify under special income provisions, at higher income levels.

See full eligibility requirements → Applicants must be Oklahoma residents enrolled in 8th through 12th grade whose family's adjusted gross income does not exceed the program limits. Applications must be submitted by Dec. 31 of the student's senior year, and all applications must be submitted prior to their official high school graduation date.

Must live and attend school in Oklahoma Family AGI under $60K-$80K depending on household size Apply before Dec. 31 of the 12th grade year. All applications must be received before the student graduates from high school.

Maintain GPA and no disqualifying offenses Special income provisions Special provisions may apply to families outside standard income limits: Children of a certified public classroom teacher employed in Oklahoma for a minimum of 10 years. Children adopted from certain Oklahoma court-ordered custody and children in the custody of court-appointed legal guardians.

Taxable Social Security benefits based on the death or disability of the student's parent(s).
