OR Eviction Prevention Rapid Response (EPRR) | PPL Oregon Housing and Community Services (OHCS) OR Eviction Prevention Rapid Response (EPRR) Public Partnerships (PPL) in partnership with the Oregon Housing and Community Services (OHCS) oversee the Oregon Eviction Prevention Rapid Response Program (OR-EPRR). These programs provides critical financial intervention to prevent evictions.
We provide the most expedient help possible, PPL completes the intake, review, approval, and the issuing of payment to households in need of rapid financial support to avoid eviction. Funds we’ve distributed, including emergency assistance The EPRR rental assistance program accepts applications at the beginning of each month. We are able to accept approximately 45 applications each month based on the amount of funding available.
The application process will close each month once the allowed number of applications has been received. If you are able to submit an application, it does not mean you are approved. The application will still be reviewed and processed, including requests for supporting documentation.
If you are not able to submit an application, via the online form, it means the maximum allowed applications have been received for month. Applications will be accepted again at 9am on the first business day of each month.
Applicants can seek assistance with the following Utilities paid to landlord or utility company Up to one month of future rent only to help stabilize a household, and only when the request is part of an application that also includes payment of past due rent Rental fees (pet fees, housing related legal fees, application fees, etc.) Repairs and damage remediation up to $2,500 Partial payments to reduce the housing debt for an application allowing the tenant to relocate Applications Processing – We process your application following the program guidance.

How do I know if I am eligible to apply for assistance through the EPRR program? To be eligible to apply you must have an active eviction court case number and you have not received assistance in the OHCS current biennium (July 2025 – June 2027) How do I apply for assistance? You can submit an online application.
You can call the intake message line 833-746-8167 please leave a message and be sure to include all of the following: Your eviction court case number. If you do not leave all the required information you will not get a call back. How long does it take to process my application so that I know if I am eligible for assistance?
The time it takes to process an application depends on how quickly both the tenant and the landlord respond to outreach and document requests from the PPL staff. Once the application is fully approved – it will be about 10 days for the landlord to receive the payment.
