Oregon Low-Income Discount (LID) Program

Oregon Low-Income Discount (LID) Program is sponsored by Pacific Power. Provides monthly bill discounts to income-qualified residential Pacific Power customers based on gross annual household income at or below 60% of the Oregon state median income adjusted for household size.

Oregon Low-Income Discount Program Oregon Low-Income Discount program Save on your monthly bills with Pacific Power's Low-Income Discount (LID) program. Enrollment is available to income-qualified residential customers in Oregon. Eligibility and discount level are based on your annual household income (gross income) at or below 60% of Oregon state median income adjusted for household size (see below).

If you qualify, you'll join more than 68,000 customers who are enrolled and getting help with their bills. For a single-person household the income is greater of 60% SMI or full-time wages at Portland minimum wage.

Gross income means all household income before any deductions. List of household income sources: Self-employment income (after expenses) Social Security Disability (SSDI) Supplemental Security Income (SSI) *Qualifying income refers to total gross annual income from all sources, both taxable and nontaxable. These sources may include but not limited to the above.

Guidelines for applying for LID Enrollment is available to qualifying residential Pacific Power customers. Eligibility is based on your household size and the average annual gross income for all members of your household 18 years and older combined. Qualifying income refers to total annual gross income (before taxes) from all sources, both taxable and nontaxable.

Discount applies only to bills associated with the customer's permanent primary residence. If you enroll, you will see discount savings on future electric bills. Re-enrollment will be required every two years.

Customers receiving LIHEAP or OEAP within 12 months of recertification will automatically be re-enrolled for two years. Customers may apply at any time to re-enroll in the program for another two years. You do not need to wait until the end of your current two-year period to apply for re-enrollment.

Pacific Power will randomly select enrolled customers to provide post-enrollment verification to continue receiving the discount. Pacific Power may require post-enrollment verification from customers with excessive usage to continue receiving the discount. You must notify Pacific Power if your household income status changes.

Program participants must submit a new application when they move or transfer service.
