Oregon Promise Grant (OPG) Awarding Update: As we begin the awarding process in a few weeks, OSAC would like to share that due to Oregon Promise Grant current service level budget, a tentative SAI limit will be initially set for Class of 2026 students.
Please note that the Oregon Legislature determines the budget for Oregon Promise every 2 years and the HECC has the authority to control costs when necessary, in order to stay within the program budget. When there is high demand and application volume for the program, the HECC can exercise its authority to set an SAI limit for new applicants. We anticipate the finalized SAI limit will be determined in July for the 2026-27 academic year.
Oregon Opportunity Grant (OOG) Update: Now awarding 2026-27 School Year! The Office of Student Access and Completion (OSAC) has notified colleges and universities that they can begin to award eligible students the Oregon Opportunity Grant (or OOG) for the 2026-27 school year. The Oregon Opportunity Grant is a need-based grant awarded on a first come, first serve basis until funds are spent.
Each week OSAC sends participating Oregon colleges and universities a list of eligible students that meet Oregon Opportunity Grant eligibility requirements. Based on that list, colleges and university financial aid offices can add the Oregon Opportunity Grant to an eligible student’s financial aid package. Currently, OSAC is awarding students who had filed an error-free FAFSA or ORSAA by March 1, 2026.
This is the current tentative filing date cutoff. If there is enough funding, OSAC might extend the OOG filing date cutoff to a later date. The SAI cutoff for the OOG for the 2026-27 year is 8,000.
OSAC will not accept Professional Judgements (PJs) for 2026-27 state aid. OSAC has not determined if Fall 2026 enrollment requirement for the Oregon Opportunity Grant will be waived. Please send any Oregon Opportunity Grant questions to Anne Shearer at PublicPrograms@hecc.

However, community college students who are receiving Oregon Promise during the 2025-26 academic year must submit the 2026-27 FAFSA or ORSAA by JUNE 1 to be considered for renewal.
